Job summary

SLS Federal Services is seeking an experienced Project Engineer (PE) to support NAVFAC Design-Build construction projects in Guam.

The Project Engineer serves as the primary day-to-day technical and administrative integrator for the project, responsible for contract administration, design coordination, submittal management, and technical support to ensure successful execution in compliance with contract documents, UFGS requirements, UFCs, FAR clauses, and NAVFAC policies.

Qualifications

• Bachelor’s degree in Engineering, Architecture, Construction Management, or related field.
• 5–10 years of experience supporting Design-Build/Design-Bid-Build on heavy civil and vertical projects.
• Experience on NAVFAC/USACE/DoD projects preferred.
• Proven experience in contract administration, submittals, RFIs, and design coordination.
• Familiarity with UFGS, UFCs, and FAR requirements.

Responsibilities

• Support the Project Manager in administering the contract per FAR, UFGS, and NAVFAC requirements.
• Manage submittal register, track reviews, and report status.
• Prepare, process, and track RFIs and formal contract correspondence.
• Maintain contract records and logs per NAVFAC standards.
• Support change management, scope, cost, and schedule impacts.
• Coordinate design reviews with the Designer of Record and NAVFAC comments.
• Manage design deliverables and submittals to meet contract requirements.
• Support field operations with timely engineering responses and clarifications.
