Job summary

Utili-serve is seeking an Operations Development Manager to partner with the COO and build scalable systems, processes, and programs. The role covers quality and safety programs, training and workforce development, technology implementation, and driving major company initiatives from planning to completion.

This is a builder role with hands-on field work, desk work, and in-depth collaboration with leadership to elevate operations and expand new business lines.

Qualifications

• Ten+ years in construction, quality, operations with rising responsibilities.
• Experience building or significantly improving quality or safety programs in a construction environment.
• Proven ability to manage multiple projects concurrently and deliver results.

Responsibilities

• Review and improve quality and safety programs; implement a Quality Management System.
• Develop standard Inspection and Test Plans for major work scopes.
• Build a Health and Safety program beyond OSHA compliance.
• Improve Job Hazard Analysis for field use.
• Track safety metrics (TRIR, LTIR, EMR) and report to leadership.
• Lead onboarding and adoption of software platforms company-wide.
• Own key initiatives assigned by the COO and drive them to completion.
• Attend pre-construction meetings and site visits to stay connected to work.
