Mandatory expertise and/or relevant experience:

• Bachelor’s degree
• Experience in software development or graphic design (Adobe CS suite: Illustrator, InDesign, Photoshop, Acrobat, HTML, etc.)
• Ability to execute effectively within brand guidelines, demonstrating layout, image composition, typography, and color palette considerations
• Designing visually appealing external-facing information and graphics
• Thorough knowledge of current technology solutions for internet, mobile devices, PCs, and networks

Desirable expertise and/or relevant experience:

• Experience with educational and/or governmental institutions
• Experience in building user interfaces for websites and web applications
• UX/UI design competencies
• Application of specialized skills within a government agency environment

Scope of services includes, but is not limited to:

1. Meet with State staff to determine project scope
2. Advise on strategies to reach target audiences
3. Define the message the design should communicate
4. Create images that identify products or convey messages
5. Develop graphics for logos and websites
6. Select colors, images, text styles, and layouts
7. Present designs to the State
8. Incorporate feedback and finalize designs
9. Review designs for errors before printing or publishing
10. Ensure coding standards are met; optimize web architecture for navigability and accessibility
11. Use graphic design software to prepare designs
12. Stay updated with latest software and technology
13. Plan site design by clarifying goals and designing functionality
14. Develop site navigation and categorize content
15. Coordinate with copywriters and graphic artists for content and graphics
16. Prepare site by installing/configuring server software and ensuring cross-platform compatibility
17. Register site with search engines for locatability
18. Maintain and upgrade site content, graphics, and performance
19. Implement security measures to protect the site
20. Develop and enforce content and display standards
21. Collect and analyze data to inform decisions
