Job summary

The Commonwealth of Pennsylvania is seeking a Workforce Development Analyst 2 in the Grants Fiscal Services Division to review, manage, and monitor federal, state, and discretionary grants funding workforce programs across the Commonwealth. You will prepare grant documents, guide grantees, and ensure compliance at every stage of each project.

The role emphasizes grant document creation, agreement review, customer support to stakeholders, and closeout activities.

Qualifications

• One year as a Workforce Development Analyst 1 or two years of technical work in a workforce development program with a bachelor’s degree, or an equivalent combination.

Responsibilities

• Grant Document Creation: Prepare Grant Agreements, Notices of Obligations, MOUs, Statement of Work, and other documents.
• Agreement Review: Collect, review, and track grant documentation for accuracy and completion; review awarded projects for grant management.
• Customer Support: Provide guidance to grantees and stakeholders through calls, emails, and regular communication.
• Compliance Monitoring: Assess financial documents and reports, changes to scopes of work and budgets for allowability.
• Project Closeout: Review closeout packages, verify completion, and answer grantee questions.
• Team Collaboration: Participate in meetings, trainings, and process improvements; prepare activity reports; coordinate with partners.
