Job summary

UCAR is seeking a Budget Analyst II (Research Administrator II) to join the Business Shared Services team. You will support the CPAESS Program, administering every stage of the award lifecycle, including expert financial analysis for contracts, cooperative agreements, and grants.

This fast-paced role requires collaboration with program leadership to maximize outcomes while ensuring compliance with OMB Uniform Guidance, FAR, and sponsor requirements.

Qualifications

• Bachelor's degree in a relevant field and 5 years of experience administering federal funds (grants, awards, contracts) or an equivalent combination.
• Advanced knowledge of federal grant administration requirements and cost principles.
• Strong analytical, forecasting, and financial reporting skills.

Responsibilities

• Lead end-to-end pre-award proposal administration for research grants, cooperative agreements, and contracts.
• Develop multi-year budgets and budget narratives with PIs and project leads.
• Coordinate data entry and submissions across UCAR systems and sponsor portals (Grants.gov, Research.gov, eRA Commons).
• Perform pre-submission compliance checks on cost allowability, cost-sharing, indirect rates, and restrictions.
• Oversee post-award administration including budget distribution, financial monitoring, forecast, and closeout.
• Prepare monthly/quarterly/annual financial reports and sponsor billing packages.
