Job summary

Delaware County Health Department seeks a Senior Financial Clerk to serve as a liaison between program coordinators and grant management, delivering specialized financial reporting and analyses under CFO supervision.

The role covers grant invoicing, monitoring financial performance, maintaining records, contract administration, and producing internal and external financial summaries to support fiscal oversight.

Qualifications

• Bachelor's degree and 1-2 years project/financial management experience OR associate degree and 3-4 years project/financial management experience OR five years increasingly responsible project/financial management experience.

Responsibilities

• Grant invoicing (external and internal).
• Monitor financial performance of assigned grants and prepare related financial summaries.
• Maintain all grant budget and financial records.
• Administer grant contracts to ensure compliance with contract terms and deliverables.
• Assemble, manage, and create documentation to support grants and financial reporting needs.
• Record keeping and maintaining organized financial documentation.
• Financial reporting (external and internal), including preparation of internal financial summaries and analysis.
• Fund management for grants from award through closeout, including routine financial reconciliations.
• Administering contracts and verifying financial details associated with contractual obligations.
• Coordinate with Program Coordinators on grant-related financial matters and supporting data needs.
• Participate in grant programming status meetings and provide financial updates.
• Work closely with Administration and divisional teams on grant-related expenses.
• Organize and generate reports (weekly, monthly, quarterly, annually) focusing on internal analytics, variance review, and trend identification.
• Support departmental financial operations through reconciliations, close-process activities, and preparation of schedules for CFO review.
• Develop templates, procedures, and processes to improve financial reporting, analytical workflow, and grant management efficiency.
