Job Summary

Under the general direction of the Finance Director, the Grant Writer/Administrator will strive to receive funding from different organizations and individuals by researching, drafting, and submitting proposals. The Grant Writer/Administrator is responsible for discovering grant opportunities and building and maintaining relationships with funders, donors, and others within the community; preparing and making presentations; tracking and ensuring compliance with associated grant requirements; and preparing applicable reports.

Essential Functions
  • Manages grant contracts under the general guidance of the City Manager and Finance Director.
  • Manages the activities of the grant, both before and after the award process.
  • Reviews proposals for completeness.
  • Reviews grant applications, requirements, data, and resources needed to apply for residential, commercial, industrial, and public development projects.
  • Ensures compliance with grant requirements.
  • Tracks progress on grant projects and prepares applicable City, State, and Federal reports.
  • Provides expertise and support to City staff, departments, boards, commissions, and City Council, including evaluating alternatives and recommending courses of action. Assists in the preparation and updating of annual reports and budgets.
  • Responds to questions from contractors, design professionals, and the public; reviews and responds to public requests and complaints; investigates issues involved and recommends appropriate actions.
  • Assists in the preparation and maintenance of financial records used to verify accuracy of billing invoices relative to grant projects received from consultants and contractors; regularly updates status of project budgets.
  • Prepares and files expenditure and progress reports.
  • Establishes and maintains effective working relationships with City staff, City officials, contractors, developers, other professionals, government agencies, and the public in a courteous and helpful manner, sometimes in stressful situations.
  • Occasionally attends City Council and other meetings, acts as department or City representative, and serves on boards as assigned.
Knowledge, Skills, and Abilities Required by the Position
  • State of Washington's Budgeting, Accounting and Reporting System (BARS) including the Expenditures of State Financial Assistance form (Schedule 15) and SEFA (Schedule 16).
  • Reporting and compliance requirements for federal and state grants.
  • Project management techniques and principles.
  • Able to develop knowledge of applicable federal and state requirements.
  • Good customer service skills, including presenting a positive image to the public using tact, courtesy, and good judgment.
  • Ability to communicate clearly and professionally with a variety of people in varied work situations, including in person, by phone, and in writing.
  • Ability to use basic computer programs (Word, Excel, PowerPoint, Outlook, etc.).
  • Ability to speak Spanish is a plus.
Minimum Qualifications
  • Knowledge and level of competency commonly associated with the completion of an associate's degree in Accounting, Finance, Business Administration, or a study closely related to the occupational field.
  • Equivalent combinations of education and experience that provide the knowledge, skills, and abilities necessary to perform the essential duties of the position will be considered.
  • A minimum of one (1) to two (2) years of experience in grant writing, administration, management, and coordination.
  • Experience in public sector or municipal government strongly preferred.
  • All applicants must be able to successfully pass a background check process which includes reference checks and criminal history checks, or other.
