SALARY

GENERAL RESPONSIBILITIES

This position is responsible in preparing grant applications to federal, state, local, and private agencies in coordination with the Consultant (Liaison). Monitors and evaluates the City’s contract and grant performances and compliance requirements. This position consolidates staff resources for the purpose of carrying out our City traditional and non‑traditional functions. Traditional services are those normally considered as basic City general operations such as providing police, fire, streets, parks and recreation, water and sewer. Non‑traditional functions are those related to economic development and more specifically encouraging commercial and industrial growth.

DUTIES AND RESPONSIBILITIES
  1. Researches government, corporate and foundation grant funding programs for the purpose of identifying funding sources for projects which may require supplemental funding.
  2. Plan, develop, write and submit funding applications to various federal, state, local funding sources, and private agencies.
  3. Oversees the preparation of time frames, deadlines and the development of project budgets with respective department director.
  4. Analyze the potential impact of projects and formulate recommendations for consideration by the City Manager and City Commission.
  5. Design and implement strategy for obtaining grants (with or without a match).
  6. Prepares and executes required contracts in accordance with City procedures and regulations.
  7. Periodically reviews contracts with Department Directors to assure compliance with City procedures and requirements.
  8. Work closely with granting agencies to clarify policies, procedures, and interpretation of application instructions.
  9. Work closely with the Consultant (Liaison) to ensure all grants are processed accordingly.
  10. Advises the City and Department Directors on the regulations, developments, changes, legislation and compliance issues related to grants and other financial assistance.
  11. Maintain current records in a spreadsheet format, including grant tracking and reporting.
  12. Monitor project deadlines and adjust priorities as necessary.
  13. Meet strict deadlines and attention to detail is needed.
  14. Administers grant awards to final close out, including appeals, amendments, grant agreements, inquiries & reporting requests/submittals and requirements.
  15. Utilize Bring together the staff resources from several departments for the purpose of carrying out a specific project. The staff members are usually comprised of Department Directors.
  16. Assists in expediting the review and approval process of major projects.
  17. Prepares periodic reports and briefs personnel on the status of the grants.
  18. Act as a liaison between granting agencies and the City and its departments.
  19. Acquires a working knowledge of all grant requirements and costs eligible for reimbursements.
  20. Educates and confers with the appropriate employees of all grant requirements and costs eligible for reimbursement.
  21. Submits and follows up on grant reimbursement request in accordance with granting agency regulations.
  22. Attends meetings in and out of the City pertaining to grants and contracts.
  23. Make presentations to the City Commission, as needed.
  24. Create accurate and realistic budgets for grant proposals/applications required.
  25. Review all contracts and ensure all necessary information is included before review of the City Attorney and final processing to the City Commission.
  26. Ensures all approved contracts by City Commission are disbursed accordingly with the City Secretary’s Office for proper filing and retention.
  27. Perform other duties as assigned by the City Manager.
EQUIPMENT / MATERIALS

General office equipment, personal computer, calculator, fax, scanner, copier and other office equipment. Proficient in Microsoft Office, Internet and emails.

WORKING CONDITIONS / PHYSICAL DEMANDS

Some unusual working hours, may involve occasional travel, with little or no hazard to health or body in standard conditions with adequate lighting, heating and ventilation.

EDUCATION / SKILLS REQUIRED

A bachelor’s degree, preferably in Public Administration, Planning or Business with a minimum of two (2) years of directly related grant writing experience. Knowledge of statistical methodology, and excellent written and verbal communication skills. Must be computer literate in MSOffice, Outlook and Internet. Valid Texas driver’s license with a satisfactory driving record. Must be able to work in a culturally diverse environment (internal & external) by maintaining a professional attitude at all times. Prefer: Government or non‑profit agency experience in preparing reports, analyzing resources and basic marketing techniques. Bilingual (English and Spanish).
