Job summary

City of Saint Marys is seeking a qualified grant writer/manager to oversee grant writing and management in accordance with GAAP principles for grants administration.

The role requires developing grant applications, ensuring compliance, coordinating with department directors, and reporting on grant progress, budgets, and reimbursements. It also involves presenting to the Mayor and Council and pursuing new opportunities.

Qualifications

  • Bachelor’s degree required; and
  • Three or more years of successful grant writing, data analytics, and grant administration experience.
  • Familiarity with federal, state, and private funding sources; proficient in working with project teams; familiar with federal grant regulations.

Responsibilities

  • Manage grant timelines and deliverables; track applications; prepare grant progress/financial reports.
  • Prepare and submit grant applications to request federal, state, or local assistance.

JOB SUMMARY

This position is responsible for providing grant writing and management of grants for the City in compliance with generally accepted accounting principles associated with grants administration.

MAJOR DUTIES
  1. Manages grant timelines and deliverables; tracks applications; prepares grant progress/financial reports.
  2. Prepares and submits grant applications in a timely manner on behalf of the City to request federal, state, or local assistance.
  3. Develops grant applications; ensures compliance with grant guidelines and deadlines.
  4. Carefully reviews all opportunities to ensure eligibility and application requirements.
  5. Develops and implements program goals, objectives, and budgets; monitors, reports, and adjusts program goals, objectives, and budgets as needed.
  6. Collaborates with department directors to identify needs and potential grant opportunities to meet those needs.
  7. Works with department directors and Finance Department staff to submit invoices for grant reimbursement; tracks all invoice throughout grant life cycles to ensure financial compliance.
  8. Submits all narratives, budgets, and required attachments into specific grantor online portal.
  9. Coordinates with department directors to ensure that all tasks and milestones are accomplished in a timely manner consistent with grant guidance.
  10. Maintains a current list of grant opportunities that include previous awards as well as those aligned with established City goals.
  11. Develops grant related budgets and requests or drafts letters of support.
  12. Presents informational and action items to the Mayor and Council.
  13. Performs all other duties as assigned.

SUPERVISORY CONTROLS

The City Manager assigns work in terms of general instructions. The supervisor reviews work through conferences, reports, and observation of department activities., and observation of department activities.

GUIDELINES

Guidelines include federal and state rules and regulations, city ordinances, and city and department policies and procedures. These guidelines require judgment, selection, and interpretation in application.

COMPLEXITY/SCOPE OF WORK
  • The work consists of varied grant writing and management duties. Strict and complicated grant guidelines contribute to the complexity of the position.
  • The purpose of this position is to apply for and manage grant funding for the county and other local governments. Successful performance contributes to the receipt and management of grant funds.

  • Contacts are typically with other city personnel, elected and appointed officials, representative of granting agencies, representatives of community organizations, and members of the public.
  • Contacts are typically to exchange information, resolve problems, motivate or influence persons, provide services, and to justify, defend, or negotiate matters.
PHYSICAL DEMANDS/ WORK ENVIRONMENT
  • The work is typically performed while sitting at a desk or table or while intermittently sitting, standing, or stooping. The employee occasionally lifts light and heavy objects.
  • The work is typically performed in an office.
SUPERVISORY AND MANAGEMENT RESPONSIBILITY

None.

MINIMUM QUALIFICATIONS
  • Bachelor’s degree required; and
  • Three or more years of successful grant writing, data analytics, and grant administration experience.
  • Familiarity with federal, state, and private funding sources, proficient in working with project teams, familiar with federal grant regulations, and.
  • Any equivalent combination of education, experience, and training which provides the knowledge, skills, and abilities to perform the work.
  • Possession of a valid state driver’s license issued for the type of vehicle or equipment operated.
