Job summary

Job description

The newly established Office of Grants Management (OGM) within the Department of Health Services (DHS) is hiring a Grant Systems Administrator. In collaboration with subject matter experts throughout DHS, OGM provides the agency with centralized grantmaking functions to focus on customer service, compliance with federal requirements, and the overall consistency and quality of the grants process. Role Description

As the Grants Systems Administrator, you will provide advanced technical and analytical expertise to support the statewide modernization of DHS grants administration systems. Serving as a key liaison between OGM business units, other DHS divisions, and vendor partners, you will ensure that the OGM grants management systems are secure, functional, user-friendly, and aligned with federal and state compliance standards. Responsibilities include:

• Playing a lead role in system configuration, data integrity, security management, and user support.
• Designing and maintaining the technical architecture of the OGM grants system, defining data and integration standards, and overseeing vendor deliverables to ensure that system design meets DHS business and compliance needs.
• Providing subject matter expertise on system usability, workflow optimization, and reporting, contributing to ongoing process improvements that enhance efficiency, transparency, and accountability across the full grant lifecycle—from pre-award through closeout.

Qualifications

Minimally qualified applicants will have all the following:

• Experience monitoring and maintaining web applications (e.g., error tracking and logging, security monitoring, designing, testing, implementing software configurations and changes, etc.).
• Experience managing user access, roles, and permissions (e.g., user provisioning and deprovisioning, following Role-Based Access Control and least privilege access, user auditing, etc.) to systems, data, and other information.
• Experience working cross-functionally with technical and non-technical teams and IT vendors in providing system and user support (e.g., managing helpdesk requests, delegating tasks to a vendor, incident response, change management, etc.).
• Experience providing technical support, assistance, and training to others, including communicating complex technical information to a non-technical audience.

Well-qualified applicants will also have one or more of the following:

• Experience managing software or IT projects related to government, grant, finance, accounting, or program management with protected data (e.g., PII, PHI, PCI, etc.).
• Experience designing and implementing web application system controls, such as National Institute of Standards and Technology (NIST) security standards, ensuring compliance and risk management.
• Experience defining and developing business requirements, information system workflows, processes, or reports and incorporating them into technology solutions.
• Experience identifying and facilitating effective process redesign to improve business operations.
