Job summary

Job description

The newly established Office of Grants Management (OGM) within the Department of Health Services (DHS) is hiring a Grant Systems Data Governance Manager. In collaboration with subject matter experts throughout DHS, OGM provides the agency with centralized grantmaking functions to focus on customer service, compliance with federal requirements, and the overall consistency and quality of the grants process. Role Description

As the Grants Systems Data Governance Manager, you will lead the development, implementation, and enforcement of data governance and quality assurance frameworks that support all grantmaking activities administered by DHS. You’ll ensure that all grant-related fiscal, programmatic, and performance data is accurate, consistent, secure, and compliant with federal Uniform Guidance (2 CFR 200), state requirements, and DHS internal control standards. You will serve as a key leader in shaping how DHS data is defined, collected, validated, stored, shared, and reported throughout the grant lifecycle. Responsibilities include:

• Building and maintaining an agencywide data governance framework for DHS grant systems, including stewardship models, metadata management, data lineage documentation, and master data standards.
• Working closely with program, fiscal, and IT partners to ensure interoperability across systems, aligning data architecture and definitions, and strengthening internal controls that promote transparency, accountability, and audit readiness.
• Leading compliance and data quality initiatives, coordinating cross-divisional data governance efforts, and partners with reporting and IT staff to ensure data integrity, accessibility, and scalability.
• Providing guidance and training to staff on proper data entry, management, and retention practices, fostering a culture of responsible data stewardship, and supporting evidence-based decision-making through reliable and authoritative data systems.

Qualifications

Minimally qualified applicants will have all the following:

• Experience designing, developing, and managing relational databases (e.g., SQL Server, etc.).
• Experience building and continuously improving data management and data governance structures, including policy and process improvement.
• Experience reviewing and ensuring data quality and security in compliance with program rules, policies, and directives.
• Experience participating in strategic initiatives with technical and non-technical partners related to at least two of the following areas: data governance, data management, data architecture, or technology modernization.

Well-qualified applicants will also have one or more of the following:

• Experience building, implementing, and managing data in a government, grant, finance, or accounting environment following federal Uniform Guidance or internal control requirements.
• Experience maintaining security of protected data (e.g., PII, PHI, PCI, etc.) in a government, grant, finance, or accounting environment.
• Experience in data extract, transformation, and load (ETL/ELT) techniques and execution.
• Experience providing technical service, troubleshooting, or consultation to internal and external partners regarding reference data management or interpretation.
