Job summary

ICF seeks a Lead Grants Administrator – Reservist On Call to join our Disaster Management Division. This on‑call role involves travel to client offices and disaster recovery sites for multi‑week assignments and is US‑based.

The position will support grant and program financials across opportunities funded by FEMA and other agencies, delivering flawless execution and strategic resource positioning to grow the business.

Qualifications

• 8+ years professional experience in disaster management.
• 3+ years FEMA Public Assistance (PA) or disaster recovery grants with leadership over large or complex projects.
• 3+ years interpreting policy and mentoring teams with state/federal counterparts.
• 3+ years MS Office experience (Pivot Tables, VLOOKUP, Formulas).
• 2+ years in Grants, Accounting, Insurance, Finance and/or Auditing.
• Must be able and willing to travel for project work.
• Must have a valid US driver's license and pass MVR check.

Responsibilities

• Provide guidance, supervision and oversight to Disaster Recovery Specialists, Closeout Specialists, and Grant Administrators; may include training.
• Lead FEMA grants review, reporting and documentation.
• Review obligated project worksheets for validation of eligible scope and cost.
• Perform QA/QC review and oversight as requested.
• Validate submitted procurement, invoices and documentation against project scope.
• Research and review regulations and policies supporting eligibility or denial.
• Interact with technical team to discuss concerns and recommendations.
• Travel to subrecipient sites to assist in document collection and upload to DRS as needed.
• Maintain and track data in reporting management information systems.
• Coordinate project issue resolution and communicate with Project Manager and stakeholders.
