Job summary

Oorwin AI is seeking a contract Business Analyst / Project Manager to support PHIG data governance, mapping, and reporting initiatives. You will work with leadership, technical teams, and grant stakeholders to document scope, deliverables, dependencies, milestones, risks and success measures.

You will maintain auditable PHIG project records, develop governance materials, and monitor data quality and compliance.

Qualifications

• Bachelor’s degree or equivalent experience in IT, Public Health, Epidemiology, Statistics, Analytics, Programming or related field.
• 2+ years of relevant business analyst and/or project management experience.
• Experience in gathering and documenting business and technical requirements and use cases.
• Experience with joint requirements gathering sessions.
• Ability to adapt quickly to new tools and environments.
• Exceptional analytics, conceptual and problem-solving abilities.
• Excellent oral and written communication skills.
• Strong change management and relationship management skills.
• Ability to bridge business and IT teams.
• Team player with multi-demand environments.
• Ability to support grant-funded initiatives with compliant documentation.
• Skill with building effective stakeholder relationships.
• Familiarity with grant-funded project documentation and data governance is preferred.
• Experience with data lineage, data mapping and metadata documentation is preferred.
• Experience supporting rural health, public health or health equity initiatives is preferred.
• Experience coordinating cross-agency and multi-stakeholder initiatives is preferred.
• Audit-ready record keeping familiarity is preferred.

Responsibilities

• Support PHIG data governance, mapping, documentation, and governance initiatives.
• Collaborate with leadership and technical teams to define project scope, deliverables, risks, and success measures.
• Maintain accurate, auditable PHIG project records and status reports.
• Develop materials for grant management, leadership updates, and stakeholder communications.
• Identify dependencies and risks, and escalate issues through governance channels.
• Promote sustainability, usability and governance of PHIG data products.
• Lead or support end-to-end data mapping for PHIG assets.
• Document business definitions, rules, transformations, and reporting calculations.
• Coordinate with data owners, stewards, analysts, engineers and vendors.
• Maintain metadata, glossary, lineage records and data dictionaries.
• Monitor data-quality rules and remediation efforts.
• Create governance scorecards and progress reporting.
