Qualifications

  • Bachelor's degree from an accredited college.
  • Two years of professional accounting or auditing experience.
  • Experience with grant tracking and budget analysis preferred.

Responsibilities

  • Coordinate, plan, develop, manage, and maintain the grant-source database.
  • Use grant management software to track grants and produce reports.
  • Prepare grant applications and support documentation; administer grant agreements.
  • Process payment requests for grants and provide data and reports.
  • Respond to inquiries in a timely manner.
  • Assist in budget planning and fiscal analysis; maintain budgets and reports.
  • Transmit reports to Hawai'i County Council; support operating budget processes.
  • Maintain records and inventory for the department's divisions.
  • Perform other related duties as assigned.

Job description

Performs County-wide grant tracking; manages and maintains the County's grant-source database; administers County grant programs; conducts studies; prepares administrative reports; prepares and analyzes budget- related documents and tables; and performs other related duties as required.

There is one (1) immediate permanent full-time vacancy with the Department of Finance - Budget Division in Hilo.

The eligible list may be used for other permanent and temporary vacancies as they arise during the life of the list. Temporary appointment may lead to conversion to permanent appointment.

  • Coordinates, plans, develops, manages, and maintains the County's grant-source database.
  • Utilizes grant management software to track all grants received and distributed by the County; participates in surveys and produces reports related to grant-tracking.
  • Prepares grant applications and support documentation for grant programs handled by central Finance's Budget Division to ensure compliance with grant requirements; prepares and administers grant agreements; accepts, tracks, and processes payment requests for grants processed by central Finance's Budget Division; provides data and reports.
  • Responds to inquiries and concerns in a timely manner.
  • Keeps abreast of laws, regulations, and policies for grant acquisition and management.
  • Assists in planning, preparing, and maintaining the County's operating budget by organizing, reviewing, researching, analyzing, tabulating, entering, updating, auditing, and monitoring information.
  • Creates spreadsheets and updates electronic reporting systems; prepares, audits, and maintains budget preparation and fiscal analysis reports and worksheets.
  • Transmits reports to Hawai'i County Council; utilizes electronic reporting system to assist with the production of operating budget, bills, and ordinances.
  • Coordinates records maintenance requirements by tracking and maintaining records for destruction.
  • Tracks and maintains inventory for the department's Administration and Budget Divisions.
  • Performs other related duties as assigned.
Training and Experience

A combination of education and experience substantially equivalent to:

  • graduation from an accredited college or university with a baccalaureate degree (scan and attach a copy of your official college transcript to your application), and
  • two (2) years of professional accounting or auditing work experience
