Job summary

The County of Hawai‘i is seeking two full-time temporary contracts in the Office of Housing & Community Development. These roles will oversee multiple contracts, involve procurement, grant administration, contract compliance, budgeting, and performance measurement, and will report to the Community Engagement Division Manager.

Positions are not exempt from civil service and require in-person work at OHCD offices in East Hawaii and West Hawaii. Normal hours are Monday–Friday, 7:45am–4:30pm.

Qualifications

  • Bachelor's degree in business administration or related field.
  • 3-5 years of nonprofit administration and grant management experience.
  • Experience in a management role.
  • Familiarity with community engagement programs.

Responsibilities

  • Develop and administer competitive procurement processes (RFPs/RFQs) and grant applications.
  • Coordinate and manage grant reviews and funding selections for HHF-funded programs.
  • Negotiate and manage grant agreements and service contracts.
  • Monitor contract expenditures and budget utilization for timely payments and reporting.
  • Conduct ongoing contract monitoring via desk reviews, site visits, and communications with providers.
  • Provide technical assistance to funded agencies to improve performance and compliance.
  • Collect and analyze program performance data to measure impact of HHF investments.
  • Prepare reports and funding summaries for County leadership and stakeholders.
  • Develop annual funding recommendations and prioritize future HHF allocations.
  • Monitor CHMIS data entry and reporting for timeliness and accuracy.
  • Evaluate grant administration processes and implement improvements.

Job description

This recruitment is for two (2) full-time (40 hours per week) temporary contract positions not-to-exceed 12 months with the Office of Housing & Community Development:

  • one (1) temporary contract position not-to-exceed 12 months in Hilo
  • one (1) temporary contract position not-to-exceed 12 months in Kailua-Kona

This position will oversee multiple contracts with the Office of Housing & Community Development and may involve government procurement and contracting; grant administration and contract compliance; public sector budgeting and financial management; performance-based contracting; homeless response systems, affordable housing, or human services; Federal, State and County funding regulations; data analysis and performance measurement using CHMIS/HIMS; and preparing recommendations for executive leadership and elected officials. This position reports to the Community Engagement Division Manager.

This position is exempt from civil service.

Work must be performed in-person at the OHCD office in East Hawaii and West Hawaii. No virtual option is available. Normal working hours are Monday – Friday between the hours of 7:45am and 4:30pm.

  • Develop and administer competitive procurement processes, including Requests for Proposals (RFPs), Requests for Qualifications (RFQs), grant applications, evaluation criteria, and funding guidelines consistent with County procurement requirements and the mission and objectives of the Homelessness and Housing Fund.
  • Coordinate and manage the competitive funding review and selection process, ensuring transparency, fairness, consistency, and compliance with County policies and applicable laws.
  • Negotiate, develop, execute, and administer grant agreements and service contracts for HHF-funded programs, ensuring compliance with contractual requirements, performance expectations, and fiscal accountability.
  • Monitor contract expenditures, reimbursement requests, and budget utilization to ensure timely payments, accurate financial reporting, and compliance with County fiscal policies.
  • Conduct ongoing contract monitoring through desk reviews, performance reviews, site visits, and regular communication with funded providers to evaluate compliance with contractual requirements, program objectives, and performance measures.
  • Provide technical assistance and capability-building support to funded agencies to strengthen program implementation, improve performance, resolve operational challenges, and promote compliance with County requirements.
  • Collect, analyze, and evaluate program performance data, outcomes, and financial information to measure program effectiveness, identify trends, and assess the impact of HHF investments on reducing and preventing homelessness.
  • Prepare reports, presentations, funding summaries, and performance analyses for County leadership, the Mayor, County Council, advisory bodies, and other stakeholders regarding program performance, expenditures, accomplishments, and emerging needs.
  • Develop annual funding recommendations and assist in establishing strategic investment priorities for future Homelessness and Housing Fund allocations based on community needs, system performance, program outcomes, available resources, and identified service gaps.
  • Monitor provider utilization and compliance with County Homeless Management Information System (CHMIS), ensuring timely, complete, and accurate data entry, reporting, and performance measurement.
  • Evaluate grant administration processes, reporting systems, and data management practices; recommend and implement improvements that enhance operational efficiency, accountability, and program effectiveness.
  • Maintain complete grant, procurement, contract, monitoring, and compliance records in accordance with County policies, audit standards, and applicable regulations.
  • Perform other related and assigned duties as required.
Preferred Qualifications:
Training and Experience:
  • graduation from an accredited college or university with a baccalaureate degree in business administration, or a field pertinent to the department's programs and activities, and
  • three to five (3-5) years of work experience with nonprofit administration and grant management, and
  • prior experience in a management role, and
  • familiarity with community engagement programs.
License Requirement:

Possession of a valid State of Hawai‘i Driver License (Class 3) or any other valid comparable driver license.

Knowledge of:

principles and practices of public administration and social services; interviewing techniques; Federal, State, or local laws applicable to the functional area assigned; principles and practices of supervision; public relations; research and statistical methods; and report writing.

Ability to:

read, comprehend, interpret, and apply principles, methods, techniques, rules, regulations, policies, and procedures applicable to the functional area assigned; plan, assign, coordinate, and review the work of subordinates; evaluate programs and make recommendations for improvements; obtain and analyze data; maintain records; present ideas clearly, concisely and effectively, orally and/or in writing; and deal tactfully and effectively with others.
