Government Compliance Finance Specialist –

  • Contract Engagement Objective Support our client as they transition from a Time-and-Materials (T&M) contract structure to cost-reimbursable agreements (Modified CAS / Full CAS).
  • Close all finance- and accounting-related gaps identified by external advisors across DOE, DEAR, CAS, FAR and CASB-Disclosure requirements.
  • Remote with some travel to site.

Government Compliance Finance Specialist –

  • Contract Engagement Objective Support our client as they transition from a Time-and-Materials (T&M) contract structure to cost-reimbursable agreements (Modified CAS / Full CAS).
  • Close all finance- and accounting-related gaps identified by external advisors across DOE, DEAR, CAS, FAR and CASB-Disclosure requirements.
  • Remote with some travel to site.
Key Responsibilities:

FAR 52.232-7 – Time & Expense (T&E) Compliance:
  • Identify and remediate gaps in the current Basic Online timekeeping system, covering daily entries, project coding, timesheet amendments and unpaid overtime.
  • Evaluate affiliate and subcontractor (LCAT-aligned) timekeeping and billing practices; implement corrective actions.
  • Resolve time-entry and billing deficiencies for Contracting Officer (CO) and VIPER submissions.
DCAA / FAR / CAS Documentation & Cost Modelling:
  • Build a transparent G&A allowable-indirect wrap-rate model for UUSA, handing off the finalized model to UUSA Finance.
  • Develop direct- versus indirect-cost segregation and supporting accounting policy (CAS 418 / FAR 52).
  • Establish procedures (FAR Part 31) to exclude unallowable costs from government billings.
CASB Disclosure Statement:
  • Prepare a revised, three-part Disclosure Statement reflecting current processes and updated affiliate cost methodologies.
Focus Areas for Compliance Assurance
  • Cost Segregation – Ensure proper direct vs. indirect classification in line with government regulations.
  • Indirect Costs – Apply a logical, consistent allocation method to intermediate and final cost objectives.
  • General-Ledger Control – Confirm all costs accumulate under general ledger control.
  • Subsidiary-to-G/L Reconciliation – Verify regular reconciliations occur and are documented.
  • Adjusting Entries – Ensure all adjustments receive formal approval and documentation.
  • Internal Audits – Validate that annual audits include government-compliance checks (e.g., US GAAP adherence).
  • Timekeeping System – Document and verify procedures for Basic Online (moving to ADP); define time-entry adjustments.
  • Labor Distribution – Charge direct and indirect labor to correct cost objectives; align with Cost Segregation and Timekeeping System.
  • Interim Cost Determination – Formalize monthly contract-cost determinations, including reclassification of hours (P&L Projects).
Requirements
  • 7–10 years of cost accounting and audit experience.
  • Proven track record with government contracts; compliance management for task orders on enriched uranium projects is highly valued.
  • Deep knowledge of DCAA, CAS, FAR, DOE, DEAR and allowable cost rules.
  • Expertise in direct / indirect billings, travel, timesheets and related reporting.
  • Hands on experience with Basic Online timekeeping (transitioning to ADP) and SAP ERP.
  • Familiarity with government submission processes via VIPER.
