Job summary

Crawford Thomas Recruiting is seeking an experienced Human Resources Manager to own HR functions within a government contracting environment. You’ll manage employee data in ADP, oversee onboarding, benefits, and labor relations, and lead union-related activities while ensuring compliance with federal and state regulations.

The role combines hands-on HR with strategic workforce initiatives, offering hybridflexibility and a salary range of $70,000–$90,000 annually.

Qualifications

  • Bachelor’s degree required; Master’s degree preferred.
  • HR management experience with strong employee relations and labor relations knowledge.
  • ADP experience required.
  • Strong understanding of federal and state employment regulations.
  • Experience managing disciplinary processes, grievances, leave, accommodations, and employee relations.
  • Excellent written and verbal communication skills.
  • Strong analytical, organizational, and project management abilities.
  • Ability to manage multiple priorities and deadlines independently.
  • Comfortable working with both office-based and remote employees.
  • Strong interpersonal skills and ability to build trusted relationships across all levels.

Responsibilities

  • Oversee the employee lifecycle from offer through onboarding, status changes, benefits, and separation.
  • Manage HR transactions and employee data within ADP and internal HR systems.
  • Prepare offer letters and monitor onboarding, benefits enrollment, and new-hire documentation.
  • Oversee employee status, compensation, and benefits changes for accuracy and compliance.
  • Manage employee relations, disciplinary processes, and workplace issues.
  • Lead formal union grievance processes and serve as a key point of contact for labor relations.
  • Support collective bargaining negotiations and maintain relationships with multiple unions and locals.
  • Administer management performance reviews, compensation processes, and appraisal programs.
  • Oversee FMLA, state PFML, military leave, and other employee leave programs.
  • Manage ADA accommodation requests and related documentation.
  • Respond to unemployment claims and coordinate company responses.
  • Monitor employee attrition and workforce trends using HR analytics.
  • Maintain benefits and ACA-related information within ADP.
  • Review and update HR policies, procedures, and employee handbook content.
  • Ensure HR practices remain aligned with federal and state employment regulations.
  • Identify opportunities to improve HR processes, systems, and employee programs.
  • Develop and coordinate management training, coaching, and workforce development initiatives.
  • Create employee communications regarding new contracts, opportunities, policies, and HR programs.
  • Assist with recurring HR reporting and workforce analytics

We’re seeking an experienced Human Resources Manager to take ownership of key HR functions across a complex, highly regulated workforce. This is a hands‑on and strategic opportunity for an HR professional who understands employee relations, labor relations, compensation, compliance, and HR systems—and can turn that expertise into practical solutions.

The ideal candidate is analytical, collaborative, highly organized, and comfortable balancing day‑to‑day HR responsibilities with larger workforce initiatives.

What You’ll Own

The organization’s workforce includes multiple unions and local bargaining units, each operating under distinct Collective Bargaining Agreements with varying compensation, benefits, and employment provisions.

You’ll have the opportunity to work directly with leadership and employees on complex employee relations, labor relations, compensation, and compliance matters.
