Job summary

Oxford Global Resources is seeking a Senior Director / VP, Global Vendor Strategy & Nearshore/Offshore Operations to govern the Associate Vendor model and its global footprint across nearshore, offshore, and H-1B supply channels. The role elevates AV governance, aligns incentives, and defines contractual frameworks to drive margin and risk management at the executive level.

Qualifications

• 10+ years in vendor management, global delivery operations, staffing or professional services.
• 3–5 years in a senior leadership role overseeing offshore/nearshore delivery strategy.
• Experience building or transforming vendor governance programs at scale.
• Fluency in immigration compliance obligations (H-1B, OPT/STEM OPT).

Responsibilities

• Lead strategic assessment, segmentation, and governance of Associate Vendor network.
• Align recruiter incentives to AV usage and cost efficiency.
• Establish distinct contractual frameworks for AV use cases.
• Design enterprise governance for adding/exiting Associate Vendors.
• Own performance framework including margin, fill rate, SLA adherence.
• Manage immigration risk and compliance monitoring across geographies.
• Develop nearshore/offshore delivery strategy and partner selection.
• Collaborate with Sales, Recruiting, Legal, Finance and executive leadership.
• Deliver executive-level reporting on AV program performance and risk.
