Pan American Development Foundation, Inc. (PADF) seeks a Project Director for a USDOL-funded initiative to strengthen labor standards and eliminate unfair trade practices across Argentina, Ecuador, El Salvador, and Guatemala.

Based in Washington, DC, the role requires English and Spanish fluency and leadership of a diverse technical team. The position emphasizes compliance with donor requirements, strategic coordination with USDOL and partners, and travel to country programs while ensuring

Qualifications

• Minimum of ten years of project management and implementation experience.
• Bachelor’s degree, Master’s degree, or law/JD with expertise in trade, labor law, public policy, or related field.
• Deep expertise in trade and labor law enforcement, labor rights, and international trade-related labor commitments.
• Experience working with organizations promoting labor rights in Latin America and the Caribbean.
• Experience establishing and maintaining systems for managing project operations across several countries.
• Demonstrated ability to maintain working relationships with project stakeholders and build multi-stakeholder partnerships, including public-private sectors.
• Fluency in English and Spanish is required.

Responsibilities

• Lead project activities according to the approved work plan with USDOL and stakeholders.
• Liaise with USDOL, governments, and target populations to support project activities.
• Manage a team of staff, experts, consultants, and local partners, coordinating with headquarters and in-country staff.
• Provide strategic guidance for prioritized sectors and geographic areas.
• Ensure project compliance with USDOL financial, contractual, and reporting requirements.
• Monitor milestones, performance goals, and indicators.
• Lead high-quality report preparation in English and document impacts.
• Foster partnerships to leverage additional funds and support for project activities.
• Travel to intervention areas and PADF headquarters as needed.
