Rainmaker in Washington, DC seeks a Director of International Development to bridge the International Team with the U.S. federal government.

Qualifications

• 10+ years in foreign policy, international affairs, or related government roles.
• Demonstrated geopolitics judgment linking technology and policy.
• Fluency in emerging tech policy including export controls and tech transfer.
• Track record of developing international programs and obtaining funding.
• Existing relationships across State Department and foreign policy committees.
• Experience with foreign government counterparts and international partners.
• Familiarity with compliance (FARA, ITAR/EAR, FCPA, sanctions).
• Able to operate strategically and hands-on in a fast-paced startup.

Responsibilities

• Own Rainmaker’s relationship with the State Department end to end.
• Develop programs and secure federal funding vehicles to support them.
• Prepare legislative proposals and appropriations language.
• Interface with Federal Affairs to align international and domestic work.
• Represent Rainmaker in Washington’s international affairs community.
• Track geopolitical developments and policy implications for technology.
