Rainmaker Technology Corporation in Washington, DC seeks a Director of Water Development to lead federal engagement with the Department of the Interior and the Bureau of Reclamation. You will build programs, partnerships, and funding pathways to advance precipitation enhancement in basins served by Reclamation.

You will own Congressional relationships, coordinate with Rainmaker’s State Government Affairs team, and coordinate field demonstrations, site visits, and coalition-building to move

Qualifications

• 10+ years in Western water policy or federal gov relations.
• Thorough knowledge of how DOI and Reclamation operate at national and regional levels.
• In-depth command of Reclamation programs, authorities, and funding.
• Demonstrated command of Western water law and policy.
• Track record of developing projects and securing federal funding.
• Current relationships across the DOI and Congressional committees.
• Willingness to travel domestically for Hill engagement and site visits.
• Bachelor’s degree; hydrology/engineering background is a bonus.

Responsibilities

• Own Rainmaker’s engagement with DOI and Reclamation end to end, including the Commissioner’s office and policy offices.
• Identify and secure Reclamation authorities and funding vehicles (WaterSMART, drought authorities, R&D funding).
• Maintain command of statutory landscape governing Reclamation and pursue new authorities.
• Own relationships with House Natural Resources and Senate Energy and Natural Resources Committees and related subcommittees.
• Partner with Rainmaker’s State Government Affairs team on federal alignment with state basins.
• Build direct relationships with regional offices and facilitate field demonstrations.
• Represent Rainmaker in the Washington water community and build coalitions.
