Job summary

Rainmaker Technology Corporation seeks a Director of International Development to bridge its International Team and the U.S. federal government from Washington, DC. You will own State Department engagement, develop programs, and secure funding through federal mechanisms to advance American cloud seeding tech globally.

You will coordinate with policymakers, partners, and Rainmaker’s Federal Affairs team, shaping international strategy and funding pathways across government channels.

Qualifications

• 10+ years of experience in foreign policy and international government relations.
• Demonstrated command of geopolitics and how technology, resources, and strategic competition intersect.
• Working fluency in the emerging technology policy landscape including autonomous systems, export controls, technology transfer.
• Track record of developing international programs and securing government funding.
• Current relationships across the State Department and congressional foreign policy committees.
• Experience working directly with foreign government counterparts and international partners.
• Familiarity with compliance such as FARA, LDA, ITAR/EAR, FCPA, and sanctions regimes.
• Bachelor’s degree required.
• Must be based in DC with willingness to travel domestically and internationally.

Responsibilities

• State Department Engagement: Own Rainmaker’s relationship with the Department of State end to end.
• Program Development & Funding: Develop programs and secure federal funding mechanisms.
• Congressional Engagement: Support relationships with congressional committees and prepare briefing materials.
• Federal Liaison: Interface with U.S. government and coordinate with Federal Affairs team.
• Coalition & Community Building: Represent Rainmaker across Washington’s international affairs community.
• Geopolitical Analysis: Track foreign cloud seeding and geopolitical implications.
• Partner Government Engagement: Engage with foreign ministries and multilateral institutions.
• Cross-Functional Coordination: Align international strategy with company priorities across teams.
• Delegations & Demonstrations: Organize visits for foreign officials and delegations.
