Job summary

Rainmaker is seeking a Director of Agricultural Development to own USDA engagement and build programs that connect precipitation enhancement to American farm water needs. You will manage federal funding pathways, congressional relationships, and strategic partnerships with USDA offices across Washington, DC and beyond.

Based in Washington, DC with domestic travel, you will shape Farm Bill strategy, coordinate with state agencies and agricultural stakeholders, and lead high-impact advocacy

Qualifications

• 10+ years in agricultural policy, conservation policy, or agricultural government relations.
• Strong working knowledge of USDA national and state operations.
• Proven track record of developing programs and securing federal funding.
• Willingness to travel domestically and be based in Washington, DC.

Responsibilities

• Own USDA engagement end-to-end with national HQ and regional/local offices.
• Identify and secure USDA funding mechanisms for precipitation enhancement as a conservation practice.
• Develop Farm Bill strategies and legislative proposals with appropriations language.
• Manage congressional relationships and provide briefing materials for members and staff.
• Collaborate with state government affairs and producer groups to align federal programs.
