Job summary

HALO Trust is seeking a Senior Global MEAL Advisor to provide senior technical leadership and strategic MEAL advisory across HALO programmes. The role sits within the Transformation department, guiding evidence-informed decision-making, learning, and external accountability.

You will influence practice, ensure donor compliance, and uphold safeguarding standards. The post involves remote and on-site support, with extensive travel, and works closely with Programme, Operations, Strategy, and

Qualifications

• Demonstrable experience in development of MEAL processes and guidance for programmes.
• Extensive experience with design and implementation of quantitative data collection tools.
• Experience with qualitative data collection methods such as focus groups and interviews.
• Experience working across multiple countries or regions with diverse donor requirements.

Responsibilities

• Provide technical advisory support and quality assurance on MEAL methods and tools.
• Lead design and development of data collection and analysis tools.
• Guide programmes to use data to improve efficiency and accountability.
• Represent HALO as MEAL expert in external forums and donor discussions.
• Analyse and present data on outcomes and impact.
• Train national staff MEAL focal points and build capacity.
• Lead capacity building and training content in Litmos.
• Support external evaluations from tender to final report.
• Ensure MEAL standards meet donor requirements and safeguarding.
