Job summary

Culmen International seeks an Export Control SME to provide strategic advisory and training to government partners on export control regimes, licenses, and enforcement readiness. This remote Independent Consultant role supports Brazil, Chile, Costa Rica, Mexico, and Peru with international programs and policy development.

You will tailor guidance to each country context, design workshops, and deliver practical recommendations to strengthen national frameworks in alignment with U.S. standards.

Qualifications

• Bachelor's degree in international affairs, political science, law, public policy, engineering, science, criminal justice, homeland security, or related discipline.
• 10+ years of experience in export controls, strategic trade controls, nonproliferation, or related fields.
• Experience advising foreign governments or international partners on export control regimes and enforcement mechanisms.

Responsibilities

• Provide expert guidance on export control laws, regulations, licensing criteria, and interagency coordination.
• Develop and refine draft export control legislation, control lists, and related procedures.
• Design and facilitate virtual and in-person technical exchanges, tabletop exercises, and industry engagements.
• Assess partner-country export control systems and identify practical recommendations to address gaps.
• Develop training materials, presentations, case studies, and practical exercises for government and industry stakeholders.
