Qualifications

• Master's degree in Higher Education Administration, MBA, MPA, or a related field.
• Juris Doctorate (J.D.) or PhD in Higher Ed or Policy, MBA with emphasis in higher education/Title IV, 7–10 years relevant experience.
• 7+ years progressive leadership and management experience in higher education compliance, Title IV regulatory oversight, or legal counsel within higher education/Department of Education environments.
• 10+ years in similar compliance/leadership roles focusing on Title IV; or extensive legal counsel experience in higher education with Title IV emphasis.
• Expert-level mastery of Title IV, FERPA, and higher education regulatory frameworks; strong strategic planning and cross-functional leadership.
• Experience providing formal legal assistance to universities or related policy development experience.

Responsibilities

• Direct strategic planning for enrollment compliance across GEMSS.
• Act as the primary authority on federal and state regulations affecting enrollment and student services.
• Lead multi-year compliance planning and evolve departmental KPIs.
• Coordinate with Ethics and Compliance and Office of General Counsel; manage executive stakeholders.
• Allocate staffing and resources to safeguard institutional integrity and revenue continuity.
