Qualifications

  • Four-year degree in geography, GIS, or related field or GIS certificate.
  • Proficiency with ArcGIS Pro and ArcGIS Online or QGIS.
  • Experience developing and managing GIS data and databases.
  • Experience using Word, Excel, and databases for environmental analysis.
  • Ability to communicate in briefings and public meetings with clear written materials.

Responsibilities

  • Develop and maintain GIS data including planning, environmental and cultural resources.
  • Design GIS workflows, data formats, storage and maintenance.
  • Maintain metadata and update data layers annually for compliance.
  • Create customized geodatabases within ESRI ArcGIS for internal and external use.
  • Provide GIS mapping/analysis support to the Government and project teams.
  • Ensure mapping consistency with FGDC standards and SDSFIE guidelines.

Required Qualifications
  • Successful completion of a four-year undergraduate degree ingeography, GIS, an environmental discipline or related field froman accredited university or a GIS certificate from an accrediteduniversity. A combination of education and experience may be usedin lieu of an accredited four-year undergraduate degree orcertificate.
  • Demonstrated knowledge of ArcGIS Pro and Online or QGIS andassociated mobile mapping products.
  • Demonstrated ability to develop and manage GIS data anddatabases.
  • Experience in using Microsoft Word, Excel, and databases forthe development of supporting environmental analysis.
  • Ability to communicate effectively in formal briefings and ingeneral public meetings, and to prepare clear and concise writtenmaterials appropriate for different audiences.
Preferred Qualifications
  • Knowledge and use of Army GIS specifications.
  • Knowledge of relevant environmental, natural, and culturalresources processes at military installations and the integrationwith other environmental laws.
  • Ability to gather facts, analyze and compare trends, drawconclusions, devise solutions to problems, and identify changes andtrends related to comprehensive planning issues.

Job Description

Texas State University is searching for a GIS Technician who cansupport the environmental compliance program at Fort Knox, locatednear Louisville, Kentucky. We are looking for a person who canprovide technical guidance to the Government in performing dataacquisition and analysis that is accurate, complete, current, andvalid for the installation's environmental layers. This includescoordinating with the government regarding implementation of theGIS program; strategic planning; compliance with federal, state,local, and Army Regulations, Directives, and Standards; providingtechnical support to the Government in the development of StandardOperating Procedures and management plans. This may also includeproviding technical input and recommendations regarding GISoperations, capabilities, and collection of data.

This position is located at Fort Knox, Kentucky, which is locatedjust south of Louisville, Kentucky. Louisville is the largest cityin Kentucky and is a cultural, entertainment, and sporting hub forthe area. The primary objective of this position is to providescientific and technical skills pertaining to the implementation ofthe Fort Knox air program. The job will involve a wide range ofnatural resource and environmental compliance projects that supportmilitary training and development.

Job Duties

GIS Data Development and MaintenanceGather, update, maintain,and/or access all existing GIS data including:Planimetric, utility,operations and security, master planning, environmental, culturalresources, and natural resources using the most recently availableaerial photography, GPS field data collection and validation,hard-copy maps, as-built drawings, data conversion, and in-houseknowledge.

Providing technical input to the Government in determining the mostappropriate GIS workflow procedures including data format, storage,and maintenance. It may require projecting geographicallyun-projected data layers provided by outside entities such as thesurrounding local governments and/or State or Federally availabledata.

Continue to develop, maintain, and make available metadata for allgeospatial data maintained in the GIS database. This effort willprovide another level of credibility to Ft Knox GIS data.Currentdata layers to be updated on an annual basis: 41 Compliance layersand 12 Conservation layers.

Provide customized geodatabases that are created, implemented andsupported within ESRI ArcGIS to meet the varied needs ofinstallation staff and to support external units, agencies, andactivities.

All geospatial data layer creation and updates shall conform to theestablished guidelines; be capable of being incorporated into theInstallation GIS programs; comply with applicable securityrequirements; comply with the latest SDSFIE version, FGDCstandards, & IGI&S guidelines to include current QualityAssurance Plans (QAP's).

GIS Mapping and Analysis SupportProvide mapping and GIS analysissupport to the Government. This includes: specialized GIS analysisincluding project specific GIS and/or GIS related data; specializedGIS analysis support, including interpretation and analysis ofenvironmental data and development of natural resource supportrecommendations; and support to planning and siting studies, andenvironmental impact assessments.

Implement consistency of design across all GIS mapping products,including the utilization of standard symbology on mappingproducts, to sustain consistency with Federal agencies, DoDorganizations.

GPS Support and Validation.Provide GPS field data collection andvalidation support. Field data collection will be coordinated withthe Government Tech Rep. Data collected will be post-processed, asneeded, by the Partner prior to integration with the GIS.

If required, participate in meetings with agencies in support ofGPS- related activities.
