Performs difficult administrative and skilled technical work in the planning, development, implementation, and administration of core applications and GIS databases; provides direct support for core and related applications; does related work as required. Work is performed under the limited supervision of the Information Systems Administrator.The following job functions are typical for a position of this nature. Comprehensive knowledge of supported software modules and business practices to fully support applications, which includes upgrading software, testing and evaluation, and direct coordination with software vendors regarding software issues and performance. | 30% |
Performs and/or ensures the GIS data is properly maintained to allow for maximum application optimization; Performs and/or ensures that GIS applications meet the user's analysis requirements; Assists in coordinating external GIS support services, including hardware and software maintenance. | 30% |
Effectively interacts with users, analyzing user problems, gathering, and studying data, and translating user requirements into logical, effective, and practical systems designs that support business practices and objectives; Provides training to the users when necessary to ensure business practices are being followed which may include compiling/creating instruction materials and documentation. | 20% |
Provide support, direction, and technical advice as related to application, report writing, and database development. | 10% |
Monitor and evaluate database problems related to system management and initiate corrective actions regarding database reorganization, schema/subschema redesign, program modification, performance tuning, and backups/restores. | 5% |
Ensure disaster recovery procedures are in place in the event of database, dataset, or field corruption within any database; used within the county-wide public safety system; work as part of a team to develop policies and procedures for providing complete redundancy for all Computer Aided Dispatch mission critical databases; maintain and perform scheduled operational tests to ensure usability. | 5% |
- Thorough knowledge of industry standards, methods, best practices, and procedures related to application development and database administration
- Ability to generate structured systems logic which can be translated into computer programming code; thorough knowledge of relational database structures and tools
- Ability to test and troubleshoot database and application issues, and provide appropriate feedback to the administrator
- Must possess and demonstrate technical aptitude through strong analytical skills, organizational skills, problem identification and troubleshooting skills, creativity and critical thinking skills
- Ability to work with minimum or no supervision
- Must demonstrate the ability to set priorities based on the value being delivered to the overall organization and coordinate and manage multiple simultaneous projects and events
- Thorough knowledge of GIS data processing principles, tools and techniques and their application
- Thorough knowledge of GIS mapping and cartographic standards is required;
- Ability to communication and work effectively with vendors to resolve software issue or make enhancements; as well as the user community
EDUCATION AND EXPERIENCEMinimally qualified starting pay $34.73 hr.- Bachelor’s degree in Information Systems or related field with considerable experience supporting complex applications systems and software development
- Or any combination of education and equivalent experience
SPECIAL REQUIREMENTS- Valid driver’s license
- National Incident Management System (NIMS) IS-700, IS-100, IS-200, IS-300, and IS-400 training within 12 months of hire
- Applicant must complete all job screening(s) requirements necessary to work in the Public Safety environment such as undergo fingerprinting, a comprehensive background investigation, and drug screening.

2. The physical requirements of this position:A.
