Job summary

Canyon County is seeking an on-site GIS Analyst to perform skilled technical, cartographic and analytic work in developing and maintaining the county GIS database.

Under supervision of the GIS/Land Records Supervisor, duties include data research, map production, and data visualization using ArcGIS, WebAppBuilder and related tools; strong Python/ArcPy, SQL and HTML skills are expected.

Job Summary

The GIS Analyst performs a variety of skilled technical, cartographic and analytical work in connection with the investigation, development and maintenance of county Geographic Information System (GIS) Database. The work is performed under the direct supervision of the Canyon County GIS/Land Records Supervisor. The principal duties of this class are performed in a general office environment.

Key Responsibilities
  • Development/Maintenance:
    • Performs data research, investigation and verification; creates, updates, and maintains geospatial data for use in various hardcopy and digital products for internal and external customers
    • Coordinates various special projects and/or graphics in support of the Assessor’s goals and prepares and conveys findings in a concise and effective way
    • Prepares plans, produces, maintains, and updates a variety of maps, web applications, and other graphic representations displaying layers and attribute data from databases
    • Provides lead technical assistance to staff, clients and management. Communicate effectively on all levels and provide program coordination and reports
    • Uses cartographic techniques to represent spatial data; develops and maintains data layers, using GIS tools, CAD tools and relational databases
    • Researches the latest GIS technologies and techniques as appropriate, to enhance and maintain knowledge of geospatial trends and software developments
  • Compliance/Security:
    • Conducts continuing review of projects and records to assure compliance with department and agency rules
    • Provides file maintenance for both digital and hard copy files; operates copier, printer and similar map-producing equipment
    • Assists the webmaster and/or vendors in the creation and modification of the Assessor’s website and online applications
    • Assists with security and data access-related procedures
  • Other Duties:
    • Works cooperatively and constructively with fellow workers, elected officials, and members of the public to provide public service of the highest quality
    • Performs all work duties and activities in accordance with county policies, procedures, and safety practices
    • Other duties as assigned
Qualifications
Skills and Abilities
  • Knowledge of GIS software, tools, and applications including but not limited to ArcGIS, ArcServer, ArcSDE, ArcGIS Portal for Enterprise and/or ArcGIS Online (AGOL), and applications of MS Office Suite
  • Ability to utilize programming/scripting languages with heavy emphasis on Python (ArcPy), Arcade, HTML, and SQL
  • Proficiency in ExperienceBuilder, WebAppBuilder, ArcGIS Dashboards, etc. for web mapping applications and data visualization
  • GIS technologies to perform workflows using Coordinate Geometry (COGO) tools, Model Builder, and Geoprocessing Tools
  • Surveying principles and terminology as they relate to cadastral mapping and the Public Land Survey System (PLSS)
  • Interpersonal communication skills and principles of supervision
  • Read and interpret legal descriptions, deeds, plat books, maps, and surveys
  • Establish and maintain effective working relationships with other county employees, supervisors, local and elected officials, and the public
  • Understand and follow oral and/or written policies, procedures and instructions
  • Analyze complex problems, evaluate alternatives and make sound independent decisions within established guidelines
  • Perform a wide variety of duties and responsibilities with accuracy and speed under the pressure of time-sensitive deadlines
  • Demonstrate integrity, ingenuity and inventiveness in the performance of assigned tasks
Education and Experience
  • High School diploma or GED required
  • Associates degree or higher in GIS, Computer Science, or related field and three to five years related experience
  • Equivalent combination of experience and training may be considered
Special Qualifications
  • Valid Idaho driver’s license
  • Experience with ArcGIS Server and GIS Implementation a plus
  • ArcGIS Professional Certification required
  • Must successfully complete a background investigation
