Job summary

OhioMeansJobs Highland County is seeking a GIS Administrator to oversee the development, maintenance, and administration of the County’s GIS. This role supports multiple departments by providing accurate spatial data, mapping services, system integration, and technical guidance to enhance decision-making and infrastructure management.

Under the direction of the Highland County Engineer, you will manage GIS databases, enforce data standards, produce maps and analyses, and coordinate with Auditor,

Qualifications

  • Associate degree or higher in GIS, Geography, Engineering, CS, or related field.
  • Minimum of three years GIS experience, preferably in local government.
  • Experience with ArcGIS Pro, ArcGIS Online, and geodatabase management.
  • Knowledge of mapping principles, spatial analysis, and data accuracy standards.
  • Familiarity with surveying records, aerial imagery, and orthophotography.
  • Basic SQL or scripting knowledge (Python preferred).
  • Strong organizational, communication, and customer-service skills.
  • Ability to train users and collaborate across departments.
  • Valid driver’s license.

Responsibilities

  • Manage and maintain county GIS databases, map layers, parcel data, addressing, roadway, right-of-way, and infrastructure datasets.
  • Develop, update, and enforce GIS data standards, procedures, and quality control measures.
  • Produce maps, spatial analyses, reports, and presentations for county departments, elected officials, and the public.
  • Coordinate GIS integration with Auditor, Engineer, Planning, Emergency Management, 911, and other county systems.
  • Administer GIS software, licenses, hardware, and vendor contracts.
  • Assist with GIS application development, customization, and data integration.
  • Provide technical support and training to county staff and facilitate cooperation among GIS users.
  • Serve as liaison with local, regional, state, and federal agencies for GIS-related initiatives and data sharing.
  • Participate in project planning, budgeting, and procurement related to GIS operations.
  • Maintain documentation, metadata, and system security for GIS data.
  • Attend meetings, training, and professional development activities as required.

Salary: $40,000 to $60,000 (based upon qualifications, experience, education, and credentialing)

Position Summary

Under the direction of the Highland County Engineer, the GIS Manager/Coordinator oversees the development, maintenance, and administration of the County’s Geographic Information System (GIS). This position supports multiple county departments by providing accurate spatial data, mapping services, system integration, and technical guidance to enhance decision-making, public services, and infrastructure management.

Essential Duties And Responsibilities
  • Manage and maintain countywide GIS databases, digital map layers, parcel data, addressing, roadway, right-of-way, and infrastructure datasets.
  • Develop, update, and enforce GIS data standards, procedures, and quality control measures.
  • Produce maps, spatial analyses, reports, and presentations for county departments, elected officials, and the public.
  • Coordinate GIS integration with Auditor, Engineer, Planning, Emergency Management, 911, and other county systems.

  • Minimum of three (3) years of GIS-related experience, preferably in a local government or public-sector environment.
  • Experience with GIS software such as ArcGIS Pro, ArcGIS Online, and geodatabase management.
  • Knowledge of mapping principles, spatial analysis, cartographic design, and data accuracy standards.
  • Familiarity with surveying records, property boundaries, aerial imagery, and digital orthophotography.
  • Basic knowledge of relational databases, SQL, or scripting (Python preferred).
  • Strong organizational, communication, and customer-service skills.
  • Ability to train users and work collaboratively across departments.
  • Valid driver’s license.
Knowledge, Skills, And Abilities
  • Knowledge of local government operations and interdepartmental coordination.
  • Ability to analyze data, troubleshoot system issues, and maintain accurate records.
  • Ability to communicate effectively in oral and written form with technical and non-technical audiences.
  • Ability to manage multiple projects, meet deadlines, and exercise independent judgment.
  • Ability to safely perform job duties and meet applicable OSHA safety standards.
Working Conditions And Physical Requirements
  • Work is primarily performed in an office environment with periodic field or equipment-related activities.
  • Ability to lift and move materials up to 50 pounds.
  • Exposure to typical office equipment, mapping hardware, and conditions consistent with county operations.
