Job summary

The City of Norfolk is seeking a GIS Programmer to analyze, design, program, test, and implement Geographic Information System applications for municipal use. This role prepares system documentation, provides staff training, and assists users in utilizing GIS software.

Develops and maintains GIS websites and applications, performs system support, and collaborates with the team to deliver new services. A Bachelor's degree in GIS or related field is preferred; two years of GIS programming

Qualifications

• Two years of GIS programming experience.
• Bachelor’s degree in GIS, Information Technology, Transportation, Engineering, or equivalent.
• Experience with GIS software; municipal transportation or utilities exposure preferred.

• Analyzes requirements, designs, programs, tests, and implements GIS applications.

Conducts the analysis, design, programming, testing, and implementation of Geographic Information System applications. Prepares system documentation. Provides training to staff on system utilization. Offers assistance to users in their general use of all GIS software.

Develops and tests programs by writing the needed programs in the appropriate language, doing unit and system testing, recruiting and assisting users to perform final testing, designing customized systema, determining databases, screens, inputs and outputs, creating prototype, and modifying design at user's direction.

Performs system support by analyzing requirements, researching possible package solutions and methods, discussing possible in-house solutions with users and supervisors, implementing the applications, providing written documentation, conducting workshops, maintaining applications, providing technical support, upgrading and/or enhancing the applications, providing information, and working with team members to implement new products and services.

Develops and maintains website and GIS internet applications by designing and planning content, layout and organization and maintaining and troubleshooting the site and its applications. Work requires broad knowledge in a general professional or technical field. Knowledge is normally acquired through four years of college resulting in a Bachelor's degree or equivalent.

Required

• Two (2) years of experience in GIS programming.

Preferred

• Bachelor’s degree in GIS, Information Technology, Transportation, Engineering, or equivalent.
• Three (3) years of experience as a GIS Programmer.
• Proficiency with SAS/SPSS Statistical and GIS 10.6.2 Pro software.
• Experience working with a municipality in transportation or utilities.
• Proficiency with the following programs is highly desired: AUTOCAD 2020/3D Studio Max, Photoshop/Illustrator, ERDAS Imagine, R Programming, Atlas ti, and STRAVA.

Work Schedule: 7:00 am – 3:30PM (Monday – Friday) 40hrs/wk.
