The Air Force Civilian Service (AFCS) is looking for a General Engineer, GS-0801-12 to work at the 5th Civil Engineer Squadron in Minot Air Force Base, ND.

This position involves two aspects of facilities engineering – design & construction. The applicant would work on military renovation and construction projects, ranging from $50k-$100M+ in support of the nuclear mission at Minot AFB, ND. Projects would include full cradle-to-grave execution. Tasks would include initializing design documents, completing designs via review of A-E Firm deliverables, performing construction management duties, pursuing quality assurance and contract compliance with local Contracting and/or U.S. Army Corps of Engineers, and completing project closeout.

The ideal candidate will have a degree in Mechanical, Electrical, or General Engineering and experience managing facility renovation, construction, or utility infrastructure projects. The candidate should possess strong knowledge of HVAC systems—including boilers, chillers, air-handling units, fan-coil units, and variable-frequency drives—as well as electrical distribution, power and load analysis, lighting protection, and system commissioning. Experience serving as a Project Engineer, Engineering Project Manager, Facilities Engineer, Mechanical Engineer, or Electrical Engineer is highly desirable.

Salary Range: $107,048 - $139,166

  • The work may require the employee to drive a motor vehicle. An appropriate, valid driver’s license may be required for the position.
  • Must be able to obtain and maintain a secret security clearance.
  • The employee must meet the Defense Acquisition Workforce Improvement Act (DAWIA) requirements applicable to the duties of the position. The selectee will have up to 24 months to meet the applicable mandatory experience, education, and training requirements.
  • This is a drug testing designated position. The incumbent is subject to random testing for drug use. This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety. Incumbent of this position is subject to the possibility of a random drug test.
Duties
  • Performs planning and design work for substantial multi-phase new construction, renovations, and improvement projects for real property facilities, including utility systems, utilizing a professional knowledge of engineering.
  • Manages projects for new construction, renovations, and improvements to real property facilities and maintains surveillance over construction contractors utilizing a professional knowledge of general engineering and knowledge of architecture to ensure overall compliance with contracted specifications, schedules, etc.
  • Plans, programs, budgets, and executes required projects in support of assigned programs.
  • Performs work in facilities operations and maintenance (O&M) functions. Supports or serves as Activity Management Plan (AMP) Manager responsible for developing short and long range facilities and infrastructure priorities and requirements.
  • Provides consulting services and project coordination. Coordinates projects with other engineers in a variety of disciplines, architects, and planners as well as contracting officers, tenant organization representatives, and construction agents such as from private contracting companies, Army Corps of Engineers, AF Civil Engineer Center, and AF Installation Mission Support Center.
  • Collects data and evaluates factors which affect the application of concepts, principles, theories, and methods required to observe, examine, measure, analyze, map, and describe physical and technical features and phenomena.
  • Complies with health, safety, and environmental rules and procedures and performs work in a manner that enhances the safety of the work environment.
Your resume will be evaluated based on the following knowledge, skills and abilities:
  • Professional knowledge of civil, mechanical and electrical engineering concepts, principles, and practices and familiarity with architectural and other engineering disciplines.
  • Knowledge of a broad range of engineering and construction standards, methods, practices, and techniques, materials, and equipment to determine compliance with federal, state, and local codes and regulations; of standard contracting regulations, practices, and procedures as it relates to facilities engineering; knowledge of health, safety, and environmental requirements as outlined in applicable standards, regulations, and/or technical orders; of environmental principles, practices, procedures, laws, regulations, and current legislative issues; of work classifications and the regulatory and statutory restrictions on the expenditures of appropriated and non-appropriated funds.
  • Knowledge of automated data processing concepts, systems capabilities, and economic usage to effectively accomplish assigned functions; and knowledge of program planning and budgeting cycles, financial control and budget systems and management.
  • Knowledge of aesthetic and functional design techniques and skill in preparing project documentation, to include preliminary drawings, sketches, construction drawings; and technique / skill in drafting sufficient to convey design concepts and ideas and formulate working drawings.
  • Ability to plan, conduct and record site/facilities surveys and inspection; to analyze, interpret, and apply results, rules, regulations, and procedures in a variety of situations and recommend timely and economical solutions.
  • Ability to plan and organize work and coordinate with other engineering disciplines and architects; and communicate effectively both orally and in writing and maintain good working relationships.
