Job summary

Naval Facilities Engineering Systems Command (NAVFAC) is seeking experienced General Engineers/Architects to join the OICC PHNSY team at Pearl Harbor. The engineers will develop technical expertise in construction contracts between Navy, Marine, Air Force and private contractors.

You will lead and manage projects, perform constructability reviews, liaise with GCs and inspectors, and ensure on-schedule, on-budget delivery while maintaining safety and quality standards.

Qualifications

  • Bachelor’s Degree in Engineering or Architecture.
  • Valid Driver’s License.
  • Must be able to obtain and maintain a SECRET Clearance.
  • A US Citizen aged 18 or older at time of hire.
  • Males registered or exempt from Selective Service.
  • Background check and fingerprinting required.

Responsibilities

  • Lead and manage construction projects to ensure delivery on schedule, within budget, and in strict alignment with contract specs.
  • Perform comprehensive constructability reviews of drawings, specifications, and designs to mitigate risk and resolve issues.
  • Act as the primary liaison between GCs, design partners, inspectors, and Navy stakeholders to drive collaboration and resolve field issues quickly.
  • Conduct regular site visits and field inspections to monitor progress, quality control, safety compliance, and adherence to approved plans.
  • Evaluate RFIs, change orders, and contractor proposals; provide technical and cost-estimating recommendations to support negotiations.
  • Drive the project closeout and commissioning process, including final punch lists, turnover documentation, and contractor evaluations.

We are currently looking for experienced, journey-level General Engineers/Architects to join our dynamic team and make a lasting impact.

A OICC PHNSY Engineer/Architect will develop and apply specific technical expertise in the field of construction to provide engineering support services in the field of construction contracts between Navy, Marine, Air Force and private contractors.

As an Engineer/Architect you will:

Key Position Requirements:
