Job summary

NAVFAC Pacific seeks a General Engineer/Architect (Project Manager) to lead end-to-end lifecycle management of large-scale MILCON projects for the Navy and other commands. The role includes directing cross-functional teams, managing multi-million-dollar budgets, and ensuring design and construction contracts meet scope and compliance.

A professional engineering or architectural license is highly desirable, and US citizenship with SECRET clearance is required.

Qualifications

  • Bachelor’s Degree in Engineering or Architecture.
  • Professional Engineer or Registered Architect license desirable.
  • US citizen and able to obtain SECRET clearance.

Responsibilities

  • Lead end-to-end lifecycle management of complex, large-scale projects from concept through completion.
  • Provide strategic leadership and act as final decision-maker on scheduling, budgets, scope, and contract compliance.
  • Lead design process to ensure plans and specs meet criteria, stay within budget, and within scope.
  • Manage complex design and construction contracts; lead A-E selection boards and provide technical oversight of construction execution.
  • Serve as liaison between project teams, stakeholders, leadership, and regulatory bodies; conduct site inspections and adapt plans as needed.

GENERAL ENGINEER/ARCHITECT (PROJECT MANAGER)

At NAVFAC Pacific, we bring together diverse engineering and technical talents to deliver cutting-edge, impactful infrastructure projects that secure our nation’s future. We are currently looking for experienced, journey-level Project Managers to join our dynamic team and make a lasting impact.

Our Project Managers provide project management services, for the design, construction, and maintenance of facilities for the Navy, Marine Corps, and other supported Commands. You will be working on a variety of special projects and critical military construction (MILCON), and be involved in the demolition, maintenance, space utilization, and development of facilities.

As a Project Manager, you will:

  • Lead end-to-end lifecycle management of complex, large-scale commercial development and construction projects, directing cross-functional teams from initial concept and design through completion.
  • Provide strategic leadership, mentorship, and operational guidance to project teams; serve as the final decision-maker on scheduling, multi-million-dollar budgets, scope definition, and contract compliance.
  • Lead and manage the project design process, ensuring plans, estimates, and specifications conform to all criteria, remain within budget, and adhere to the authorized scope.
  • Manage complex design and construction contracts, lead architect-engineer (A-E) selection boards, and provide technical oversight of construction execution, including problem resolution and change order review.
  • Serve as the primary liaison between project teams, executive stakeholders, corporate leadership, and external regulatory bodies to mitigate risks and ensure legal compliance. Conduct regular site inspections to audit progress, verify field conditions, and implement pivot strategies for unforeseen challenges
Highly Desirable:

Professional Engineer License or Registered Architect License and 4+ years of project management experience

Key Position Requirements:
  • Bachelor’s Degree in Engineering or Architecture
  • Valid Driver’s License
  • Must be able to obtain and maintain a SECRET Clearance
  • A US Citizen aged 18 or older at time of hire
  • Males registered or exempt from Selective Service www.sss.gov
  • Determined suitable for federal employment (process includes a background check and fingerprinting)

Salary Range: $103,937 – $156,416
