Job summary

Necco seeks a Foster Care Program Director to lead the program using the Scorecard to drive profit, growth and quality. The role blends strategic leadership, budgeting, reporting, and staff development to increase capacity and outcomes.

The ideal candidate is a strong communicator and problem-solver with proven human services management, financial stewardship, and cross-team collaboration to ensure compliance and continuous improvement across operations.

Qualifications

Master’s Degree in a Human Services field preferred, with at least two years of related experience (WV/KY/OH).
Bachelor’s degree in social work or related field with two years in human services, including child welfare experience (WV).
Master’s Degree required or waiver path (Georgia).
Master’s degree with one year paid experience or DCS waiver (Indiana).
Master's degree in social work with two years' foster care/adoption experience (Tennessee).
Equivalent degree in related children’s services field with three years foster care/adoption experience.
Two years of supervisory or program management experience.
Knowledge of Medicaid documentation requirements.
Experience working with high-risk children in foster care/adoption.
Valid driver’s license and 100/300/100 auto insurance.
Excellent computer skills and ability to learn new systems.
Excellent written, oral communication and organizational skills.
Successful completion of required criminal background checks.
Willingness to travel for training and meetings.

Responsibilities

Provide supervision, oversight and support for the program and staff.
Responsible for the financial stability and increasing capacity of the program.
Assist in the fiscal year projections, develops budgets and monitors fiscal soundness of the services.
Assist with development of business and marketing plans.
Work toward effective and efficient internal processes.
Monitor quality and completion of all administrative and clinical paperwork.
Provide oversight of program authorizations and maintain contact with review entities.
Ensure referrals are disseminated to personnel and timely responses to referral agencies.
Prepare weekly and monthly reports (operations, supervision, billing, census, outcomes, demographics).
Oversee timely completion of all state/local reports.
Oversee all client records with clinical team leaders.
Ensure all new hire and employee paperwork is complete and files updated.
Oversee communication and implementation of Necco policies and procedures.
Promote and design initiatives to improve performance via Balanced Scorecard.
Oversee placement and home assignment for new staff.
