Job summary

StepStone Family & Youth Services seeks a compassionate Foster Care Licensing Specialist to recruit and educate foster families, guide licensing, complete home studies, ensure licensing compliance, and provide ongoing support for safe, stable, and nurturing homes.

The role collaborates with treatment teams, referral sources and community partners to promote placement stability and positive outcomes for youth and families.

Qualifications

• Bachelor's degree in social work or related field.
• 1+ year of work in child placing or related agency.
• Experience in foster parent recruitment and retention preferred.
• Experience in marketing, fundraising, and event coordination preferred.
• 1-5 years' experience in full cycle recruiting in a professional environment.
• Tier 1 and Tier 2 State Assessor training and certification maintained.
• Strong recruiting lifecycle knowledge and sourcing strategies.
• Excellent organizational, verbal and written communication skills.

Responsibilities

• Coordinate recruitment and community awareness activities to recruit prospective foster/adoptive parents and build community awareness relations
• Develop and implement proactive recruitment plans designed to attract and certify qualified candidates, maintaining a pipeline for training and certification
• Respond to foster parent inquiries within 24 hours via phone
• Develop strategies to support general, targeted and child-specific recruitment and marketing
• Understand and follow all agency and state licensing requirements and ensure foster parents’ compliance with regulations
• Assist with and complete the certification process with foster parents, including required documentation
• Complete parent interviews, background clearances, and home inspections to evaluate suitability and safety
• Maintain foster parent files in compliance with agency and state regulations
• Assist in placement and matching of youth and foster families
• Maintain professional boundaries, confidentiality and applicable laws
• Attend required meetings and community meetings for collaboration
• Provide support to treatment team to ensure needs are met and placement stability
• Ensure safety and well-being of youth in care and observe signs of abuse/neglect
• Travel to affiliate locations and attend recruitment events
• Support corrective action plans for foster parents with supervisor
• Provide services respecting family and youth cultural background
• Conduct monthly foster parent record reviews and trainings
• See children in home monthly and prepare monthly reports
