Job summary

City of Kenner is seeking a supervisor to lead Streets & Drainage crews in maintaining roadways. You will supervise crews, assign work, and ensure daily documentation while reporting to the Superintendent.

The role requires coordinating projects, enforcing safety standards, and operating/overseeing heavy equipment and vehicles as needed. A valid LA Class D license is required, with 3 years in roadway maintenance or related fields.

Work involves supervising assigned crews; assigning and scheduling work; completing work documentation; performing the work of the crew as needed; and training new employees. Reports to the Superintendent.

General Description

ONE CURRENT VACANCY. Under general supervision, provides leadership and direction of subordinate crew members in the Streets & Drainage Division of the Public Works Department in maintenance of roadways. Work involves supervising assigned crews; assigning and scheduling work; completing work documentation; performing the work of the crew as needed; and training new employees. Reports to the Superintendent.

Duties of Responsibilities
Essential Job Functions
  • Coordinates with Superintendents to determine projects; maintains roadways of concrete and asphalt, curbs, and bridges; responds to road hazards.
  • Supervises work crews; schedules job activities and functions; monitors subordinates’ performance and attendance.
  • Communicates safety procedures and expectations; inspects worksite and equipment; reports incidents.
  • Inventories and orders supplies.
  • Receives and/or reviews various records and reports such as daily reports, work orders, and verbal instructions.
  • Prepares and/or processes various records and reports such as progress reports, inspection sheets, daily / weekly schedules, weekly and daily reports, inventory, annual leave schedules, accident reports, employee evaluations, FEMA documentation, etc.
  • As necessary refers to instruction manuals, safety manuals, material safety data sheets, maps, employee policy manual, policy and procedure manuals, codes / laws / regulations, publications and reference texts, etc.
  • Supervises operation of dump truck, flatbed truck, bucket truck, bobcat, backhoe, excavator, bush hog, skid steer, bulldozer, excavator, curb dresser, etc.
  • Operates and supervises operation of a variety of vehicles, equipment, and machinery such as pickup truck, passenger van, lawn mower, chipper, air compressor, electric saws, drills, pumps, weed eater, jack hammer, etc.
  • Uses and supervises use of a variety of tools such as shovel, rake, sledgehammer, hammer, cement trowel, saws,, etc.; a variety of supplies such as paper products, lumber, wood, metal sheeting, cement, concrete, sand, limestone, wood dunnage, lubricants, gases, general office supplies, etc.
  • May serve as a laborer on the job sites.
  • Performs minor maintenance work on vehicles including tire pressure, fluids, washing, etc.
  • Operates computer and printer with a variety of computer software such as Microsoft Office, Internet Explorer, etc.
  • Interacts and communicates with various groups and individuals such as Superintendent, subordinates, other City employees, and the general public; may interact with Administrators, Council members, and contractors.
  • Works emergency stand‑by duty on a rotating basis.
  • Remains on call after work hours when required.
  • Essential duty status position, will be required to report to work during emergency situations, including, but not limited to, city‑wide declared emergencies.
Additional Job Functions
  • Performs light filing and computer work.
  • Assists other employees with completing paperwork and interpreting materials.
  • Supervises employees from another division as directed by Superintendent.
  • Trains new employees.
  • May perform the shooting of elevations.
  • Assists with setting up seasonal decorations, erecting barricades, chauffeuring individuals, etc. as required.
Minimum Qualifications

Performs other related duties as required. Requires a high school diploma, GED, HiSet, or equivalent certification of competency with three years of experience in roadway maintenance or construction; or any equivalent combination of education, training, and experience, which provides the required skills, knowledge, and abilities. Must possess a valid Louisiana Class D driver’s license.

HEALTH INSURANCE: Comprehensive medical benefits options are provided through Blue Cross Blue Shield of Louisiana. Coverage is effective the first of the following month, following full‑time employment. Dependent coverage is also available. The City of Kenner also offers voluntary insurance plans: DENTAL, VISION, and SUPPLEMENTAL INSURANCE PLANS (VOLUNTARY LIFE, CANCER, ACCIDENT, CRITICAL ILLNESS, HOSPITAL CONFINEMENT, LONG‑TERM DISABILITY and SHORT‑TERM DISABILITY).

LIFE INSURANCE: All full‑time employees are insured under a Group Life Insurance policy through Prudential Life Insurance Company. The coverage is one and half times the employee's salary, up to $300,000. The policy also provides a Basic Accidental Death and Dismemberment benefit. The premium cost is covered by the City of Kenner. Coverage is effective the first of the following month, following full time employment.

RETIREMENT SYSTEM: The City of Kenner's regular full‑time employees are enrolled with the Municipal Employees Retirement System of Louisiana. Both the City of Kenner and the employee contribute the required percent to the system. The employee's contributions are kept on account and will be refunded, if the employees leaves employment before they are retirement eligible.

DEFERRED COMPENSATION: The City of Kenner currently participates in a 457 Plan with MassMutual. This is a voluntary investment program that the employees are allowed to participate in at a contribution rate of their choice (must be within the designated maximum and minimum limits, as set for by Plan Document). The City of Kenner does not contribute to the 457 Plan.

HOLIDAYS: Sixteen paid official holidays are observed, plus any other holidays which may be declared by the Mayor.

ANNUAL AND SICK LEAVE: Eligible Kenner employees earn annual leave and sick leave. Accrual of hours will increase based on the number of years of service.

WORKING TEST PERIOD: Upon appointment to a position in the classified service, the employee shall serve a working test period of six (6) months, unless extended.

EAP: The Employee Assistance Program (EAP) is a program which provides a professional to help employees and their families to resolve problems. This service is 24 hrs. / 7 days per week, voluntary participation and confidential.
