Position Summary

The Fiber Communications Foreman is a hands-on field leader responsible for the safe, efficient, and high-quality execution of aerial and underground fiber optic construction projects. The Foreman directs a crew of technicians and laborers, coordinates daily field activities, ensures compliance with all safety and quality standards, and serves as the on-site point of contact for project management, customers, and inspectors. This is a working leadership role: the Foreman is expected to work alongside the crew while overseeing productivity, safety, and adherence to project specifications.

Essential Duties and Responsibilities
  • Lead and supervise a fiber construction crew (typically 3–8 team members) in the daily installation, splicing, maintenance, and repair of aerial and underground fiber optic cable systems.
  • Read and interpret fiber construction plans, prints, work orders, staking sheets, and installation specifications to plan and execute daily work.
  • Assign tasks, set production goals, and manage labor hours to meet project schedules, milestones, and customer deadlines.
  • Coordinate with the Project Manager, Superintendent, utility partners, locate companies, and subcontractors to keep work moving and resolve field issues.
  • Perform hands‑on construction work alongside the crew, including pole placement, strand and lashing, conduit installation, cable pulling, splicing support, and OSP terminations.
Safety & Compliance
  • Champion a zero-incident safety culture; lead daily Job Hazard Analyses (JHAs), tailgate/toolbox talks, and pre-job briefings.
  • Enforce all Dynetek, OSHA, DOT, and customer-specific safety requirements, including fall protection, traffic control (MUTCD), confined space, lockout/tagout, and PPE compliance.
  • Set up and maintain proper work zone protection, signage, cones, and barricades on every job site.
  • Inspect tools, vehicles, and equipment daily; remove unsafe equipment from service and report incidents, near-misses, and damages immediately.
  • Ensure all crew members hold current required certifications and training, and that all work complies with NESC, NEC, and applicable local utility standards.
Quality, Equipment & Documentation
  • Oversee the quality of all installation, splicing, and testing work to ensure it meets engineering drawings, customer specifications, and industry standards.
  • Operate and direct the operation of bucket trucks, digger derricks, directional bore machines, mini-excavators, trenchers, cable pullers, and other fiber construction equipment.
  • Track and submit accurate daily production reports, timesheets, redlines, as-builts, materials usage, and equipment logs.
  • Manage on-site materials, tools, and consumables; minimize waste and reorder supplies as needed.
  • Coach and develop crew members through on-the-job training, performance feedback, and identification of advancement opportunities.
  • Serve as the primary on-site representative for Dynetek with customers, property owners, inspectors, and the general public.
  • Communicate professionally and proactively about project progress, schedule changes, and any site concerns.
  • Support emergency restoration efforts as needed, including response to weather‑related outages and unplanned service interruptions.
Required Qualifications
  • Experience: 3+ years of hands-on experience in fiber optic / OSP (Outside Plant) construction, with at least 1 year in a lead or foreman capacity.
  • Technical Knowledge: Demonstrated proficiency in aerial and/or underground fiber construction techniques, including strand and lash, ADSS, conduit installation, cable placement, and basic splicing/termination practices.
  • Plan Reading: Ability to read and interpret OSP construction prints, staking sheets, and work orders.
  • Equipment: Experience operating bucket trucks, digger derricks, and standard fiber/OSP construction equipment.
  • License: Valid driver’s license with a clean Motor Vehicle Record (MVR); CDL Class A or B strongly preferred (or willingness to obtain within an agreed timeframe).
  • Safety: Strong working knowledge of OSHA construction safety standards, MUTCD traffic control, and NESC clearances.
  • Physical: Ability to perform the physical demands of the role, including working at heights up to 35 feet, lifting up to 50 lbs, and working outdoors in all weather conditions.
  • Communication: Effective verbal and written communication skills in English; ability to lead a crew, document field work, and coordinate with project management.
  • Background: Must successfully pass a pre‑employment background check, drug screen, and DOT physical (if applicable).
Preferred Qualifications
  • 5+ years of fiber/OSP construction experience.
  • CFOT (Certified Fiber Optic Technician) certification, or CFOS specialist certification (OSP, Splicing, Testing).
  • OSHA 10 or OSHA 30 certification.
  • Experience with FTTH, fiber-to-the-cell, ADSS, and joint‑use make‑ready projects.
  • Familiarity with fusion splicing equipment, OTDR/OLTS testing, and as‑builtdocumentation.
  • Prior experience working with municipalities, electric cooperatives, or carrier customers.
  • First Aid / CPR and Flagger certifications.
Physical Demands & Work Environment
  • Work is performed primarily outdoors on active construction sites and roadways in varying weather conditions, including heat, cold, rain, and humidity.
  • Frequent standing, walking, climbing, bending, kneeling, reaching, and lifting/carrying up to 50 lbs; occasional lifting up to 75 lbs with assistance.
  • Working at heights (poles, bucket trucks) up to 35 feet and in confined spaces such as manholes and handholes.
  • Exposure to traffic, energized utility environments, and standard construction site hazards; required use of company‑issued PPE.
  • Travel within the southeast region may be required, including overnight stays for storm response or out‑of‑area projects.
