POSITION SUMMARY

The Overhead Foreman is responsible for the safe, efficient, and high-quality execution of overhead distribution and transmission line construction, maintenance, and storm restoration projects. This working foreman role leads a crew of linemen, apprentices, groundmen, and equipment operators in the field, ensuring all work is performed in compliance with OSHA, company safety policies, customer specifications, and applicable state and federal regulations. The Foreman serves as the primary point of contact between the crew, the General Foreman, and the customer on the job site.

ESSENTIAL DUTIES & RESPONSIBILITIES
  • Lead and direct daily activities of an overhead line crew on energized and de-energized distribution and transmission systems.
  • Plan, organize, and execute work assignments to meet project schedules, quality standards, and budget expectations.
  • Conduct daily job briefings, tailboard meetings, and hazard assessments before each task; ensure all crew members understand the scope of work and safety requirements.
  • Enforce strict compliance with OSHA 1910.269, company safety policies, and customer-specific work rules; perform job-site safety audits and stop work when unsafe conditions are present.
  • Construct, install, maintain, and repair overhead electrical distribution and transmission lines, including poles, crossarms, conductors, transformers, switches, cutouts, insulators, and related hardware.
  • Perform and supervise pole framing, pole setting, stringing, sagging, clipping, tying-in, and energization activities.
  • Operate and supervise the operation of digger derricks, bucket trucks, pullers, tensioners, and other line construction equipment.
  • Read, interpret, and work from construction drawings, staking sheets, work orders, and one-line diagrams.
  • Coordinate with utility customers, dispatchers, and inspectors regarding outages, switching, clearances, and project status.
  • Verify materials, tools, and equipment are on site, properly inspected, and ready for use; manage on-site inventory and report shortages.
  • Complete and submit accurate daily production reports, time sheets, equipment logs, material usage, and incident or near-miss documentation.
  • Mentor, train, and evaluate apprentices and journeymen; provide feedback to support skill development and safe work practices.
  • Respond to emergency outages and storm restoration assignments, often on short notice and in adverse weather conditions.
  • Perform other related duties as assigned by the General Foreman or Superintendent.
REQUIRED QUALIFICATIONS
  • High school diploma or GED equivalent.
  • Completion of an accredited Lineman Apprenticeship program or equivalent documented experience.
  • Minimum of 5 years of journeyman-level overhead line experience, with at least 1–2 years in a lead or foreman capacity.
  • Working knowledge of OSHA 1910.269, ANSI, NESC, and standard utility construction practices.
  • Valid Class A Commercial Driver’s License (CDL) with a clean motor vehicle record.
  • Current First Aid, CPR, and AED certifications (or ability to obtain within 30 days of hire).
  • Ability to pass a pre-employment drug screen, background check, and DOT physical, and to remain compliant with random drug and alcohol testing requirements.
  • Ability to climb wood poles using hooks, work safely from aerial lifts, and perform all essential physical tasks of an overhead lineman.
  • Strong leadership, communication, and decision-making skills; able to direct a crew under pressure and in changing field conditions.
PREFERRED QUALIFICATIONS
  • 7+ years of overhead line construction experience across distribution and transmission voltages.
  • Prior experience with investor-owned utility (IOU) and municipal/cooperative customers.
  • Experience with storm restoration and emergency response work in multiple states.
  • Hot-stick and rubber-glove certifications on distribution voltages up to 35 kV.
  • Familiarity with electronic time-keeping, daily reporting, and project management systems.

  • Frequently lift, carry, push, or pull up to 50 pounds; occasionally up to 100 pounds with assistance.
  • Climb wood, steel, and concrete poles and structures using hooks, belts, and fall-protection equipment.
  • Work at heights from aerial lifts, structures, and poles in excess of 60 feet above ground.
  • Stand, walk, bend, kneel, squat, and reach overhead for extended periods on uneven terrain.
  • Work outdoors in all weather conditions, including extreme heat, cold, rain, ice, and high winds.
  • Work near energized electrical equipment and high-voltage systems; wear required PPE at all times.
  • Available for extended hours, weekends, holidays, on-call rotations, and out-of-town travel for project and storm work.
