Weatherization Foreman
GENERAL SUMMARY OF RESPONSIBILITIES:
Supervises the Weatherization Crew and oversees the completion of Weatherization jobs. Assists with meeting the objectives of Community Action Partnership.
SPECIFIC JOB RESPONSIBILITIES:

- Support the agency's mission, goals, and values.
- Participate in strategic planning and program direction.
- Assist the Program Director within budget constraints.
- Develop and support personnel policies, procedures, and job descriptions.
- Identify organizational issues and trends, suggest actions, and facilitate change.
- Maintain confidentiality of staff, clients, and the agency.
- Serve as liaison within the agency and with external partners.
- Attend meetings, workshops, and training as approved.
- Participate in program-related committees.
- Travel as required for work-related activities.
- Monitor volunteers and clients within the department.
- Provide and oversee training, including safety training for the weatherization crew.
- Assist with inventory management and securing equipment and supplies.
- Engage in ongoing professional development.
- Complete weatherization projects per Standard Work Specifications.
- Perform furnace cleaning, tune-ups, and minor repairs for eligible clients.
- Manage tools assigned to crew members.
- Ensure proper transportation of crew and materials to job sites.
- Coordinate with the estimator for materials, tools, and scheduling.
- Complete daily reports of work performed.
- Ensure homes and furnaces are left in a safe condition.
- Operate blower doors and perform pressure diagnostics as needed.
- Install doors and windows.
- Maintain warehouse, tools, safety equipment, and vehicles.
- Conduct final inspections on weatherized homes.
- Participate as a trainer and presenter in workshops.
- Follow all safety standards and procedures.
- Assist in acquiring and scheduling subcontractors.
- Assist in soliciting weatherization applications.
SUPERVISORY RESPONSIBILITIES:
- Assist with HR activities, including hiring, performance management, and disciplinary actions.
- Monitor staff performance and assist with evaluations.
- Supervise department staff, clarifying expectations and responsibilities.
- Assign daily tasks to maximize crew performance and learning opportunities.
POSITION QUALIFICATIONS (KNOWLEDGE, SKILLS, ABILITIES):
Required:
- One year of general construction trade school or equivalent.
- Four years of full-time experience in general construction.
- Past supervisory experience.
- Experience working with diverse socio-economic and educational backgrounds.
- Valid driver’s license and insurable driving record.
- Ability to establish positive relationships with staff, clients, and community partners.
- Experience in planning and presenting workshops.
- Effective written and oral communication skills.
- Technical experience in construction, electrical, carpentry, heating, ventilation, or air conditioning.
- Ability to work on scaffolding, roofs, and ladders.
- Furnace repair and cleaning certification within two years of hire.
- Mechanical skills.
- Basic computer skills for reporting.
- First Aid and CPR certification within one year of hire.
- Lead certification within one year of hire.
- QCI certification within two years of hire.
PHYSICAL DEMANDS:
Constantly: Near vision (20/20), fine motor skills, color and depth perception, talking, hearing.
Frequently: Sitting, walking, stooping, crouching, kneeling, reaching, standing, bending, balancing, using limbs, lifting up to 50 pounds, climbing stairs/ladders, crawling, twisting, rapid coordination, pushing, pulling.
WORK ENVIRONMENT:
Frequent work on scaffolding, ladders, rooftops, in confined spaces, noisy and high-stress environments, outdoors and indoors, in weather extremes, with dust, fumes, microbes, and electrical hazards. Use of protective equipment required.
