Job description

Weatherization Foreman

GENERAL SUMMARY OF RESPONSIBILITIES: Supervises the Weatherization Crew and oversees the completion of Weatherization jobs. Assists with meeting the objectives of Community Action Partnership.

SPECIFIC JOB RESPONSIBILITIES: The listed responsibilities do not include all tasks that may be expected of the employee.

  1. Support for the agency's mission, goals, and values.
  2. Participate in strategic planning and program direction.
  3. Assist the Program Director with budget management.
  4. Develop and support personnel policies, procedures, and job descriptions.
  5. Identify organizational issues and trends, facilitate change, and participate in restructuring.
  6. Maintain confidentiality of staff, clients, and the agency.
  7. Serve as a liaison within the agency and with other organizations.
  8. Attend meetings, workshops, and training sessions as approved.
  9. Participate in program committees as approved.
  10. Travel as needed for meetings, conferences, and trainings.
  11. Monitor volunteers and clients within the department.
  12. Provide and oversee weatherization and safety training for the crew.
  13. Assist with inventory and securing equipment and supplies.
  14. Engage in ongoing professional development.
  15. Complete weatherization projects according to standards.
  16. Perform furnace cleaning, tune-ups, and minor repairs for eligible clients.
  17. Manage tools assigned to crew members.
  18. Ensure proper transportation of crew and materials.
  19. Work with Estimator to ensure availability of materials, tools, and equipment.
  20. Schedule homes for weatherization with the Estimator.
  21. Complete daily reports on work performed.
  22. Ensure homes and furnaces are left in a safe condition.
  23. Operate blower door and perform pressure diagnostics as required.
  24. Install doors and windows.
  25. Maintain warehouse, tools, safety equipment, and vehicles.
  26. Perform final inspections on weatherized homes.
  27. Participate as a trainer and presenter in workshops.
  28. Follow all safety standards and procedures.
  29. Assist in acquiring and scheduling subcontractors.
  30. Assist in soliciting weatherization applications.

SUPERVISORY RESPONSIBILITIES:

  1. Assist with HR activities including interviewing, hiring, performance reviews, and disciplinary actions.
  2. Monitor staff performance and assist with evaluations.
  3. Supervise staff by clarifying expectations, authority, and responsibilities.
  4. Assign daily tasks to maximize performance and learning opportunities.

POSITION QUALIFICATIONS (KNOWLEDGE, SKILLS, ABILITIES):

Required:

  1. One year of general construction trade school or equivalent.
  2. Four years of full-time experience in general construction.
  3. Supervisory experience.
  4. Experience working with diverse socio-economic and educational backgrounds.
  5. Valid driver’s license and insurable driving record.
  6. Ability to establish positive relationships with staff, clients, and community.
  7. Experience in planning and delivering workshops.
  8. Effective written and oral communication skills.
  9. Technical skills in construction, electrical, carpentry, HVAC.
  10. Ability to work on scaffolding, roofs, and ladders.
  11. Furnace repair and cleaning certification within two years of hire.
  12. Mechanical skills.
  13. Basic computer skills for reporting.
  14. First Aid and CPR certification within one year of hire.
  15. Lead certification within one year of hire.
  16. QCI certification within two years of hire.

PHYSICAL DEMANDS:

Constant: Near vision (20/20). Frequent: Sitting, walking, stooping, crouching, kneeling, reaching, standing, bending, balancing, use of limbs, fine motor skills, color discrimination, peripheral and depth perception, communication, running, climbing, crawling, twisting, lifting up to 50 lbs.

WORK ENVIRONMENT:

Frequent: Working on scaffolding, ladders, rooftops, in confined spaces, noisy, outdoor, dusty, with protective gear, in unsanitary conditions, around animals, with potential microbial hazards, electrical risks, and weather extremes.
