Foreign Military Sales (FMS) Analyst

SPA's AUKUS Portfolio provides timely, objective, analytic assessments that integrate technical, operational, programmatic, policy, and business analysis to NAVSEA's AUKUS Integration and Acquisition (I&A) Program Office and associated partner organizations. Analysts and Engineers supporting AUKUS will continue SPA's support to the undersea force and help develop a trilateral submarine force for the future. This is a high-profile, major international program of significant importance to the future of the U.S. Navy and its partners in an era of strategic competition.

We have an immediate need for a Foreign Military Sales (FMS) Analyst.

Responsibilities
  • Support the efforts of the Case Manager/Program Managers/Team Lead for various FMS programs for the Direct Reporting Program Manager, AUKUS I&A.
  • Assist in analyzing and managing all aspects of FMS casework in accordance with the Arms Export Control Act, SAMM, ITAR, and DoD Acquisition policies.
  • Develop P&A and LOA packages in DSAMS.
  • Complete NAV2061 markups for financial reconciliation.
  • Generate FMS case timelines and acquisition strategies.
  • Maintain FMS case files per DoD regulations.
  • Perform case management support, including analysis and response to foreign government requests.
  • Develop correspondence per Navy standards.
  • Support risk management processes.
  • Provide financial and logistical support for FMS case execution.
  • Research and analyze LOAs and determine logistical and financial statuses.
  • Prepare Obligational Authority worksheets.
  • Determine the status of supply actions and procurement information.
  • Prepare Annual Case Reviews via CEPT.
  • Support planning and execution of FMS program reviews and meetings.
  • Develop presentations and minutes for meetings.
  • Maintain program action item status.
  • Develop Congressional Notification packages exceeding thresholds.
  • Prepare inputs for high-level deliverables.
Qualifications

Required:

  • At least 3 years' experience in FMS case management/support within defense acquisition programs.
  • Expertise in developing LOAs, P&As, and case modifications in DSAMS.
  • Experience with developing LOAs, including cost estimates, stakeholder coordination, and detailed documentation.
  • Current DoD security clearance at least at the Secret level.

Desired:

  • Bachelor’s degree in Business, Management, or related field.
  • Experience with systems like DSAMS, CDAT, MISIL, SCIP, DIFS, CEPT.
  • Background in program management, technical, or business analysis related to weapon systems acquisition.
  • Proficiency in Adobe Acrobat Pro and Microsoft Office Suite.
