SPA's AUKUS Portfolio provides timely, objective, analytic assessments that integrate technical, operational, programmatic, policy, and business analysis to NAVSEA's AUKUS Integration and Acquisition (I&A) Program Office and associated partner organizations. Responsibilities

Responsibilities

Supports the efforts and actions of the Case Manager/Program Managers/Team Lead for various Foreign Military Sales (FMS) programs for the Direct Reporting Program Manager, AUKUS Integration and Acquisition (DRPM AUKUS I&A). With other members of the Security Cooperation team, and under the direction of the Case Manager/Program Manager/Team Lead, assists in analyzing and managing all aspects of FMS casework in accordance with the Arms Export Control Act, the Security Assistance Management Manual (SAMM), the International Traffic in Arms Regulation (ITAR), and applicable DoD Acquisition policy guidance. Key duties include:

  • Supporting program efforts related to FMS cases, including planning, programming, implementation, execution, reconciliation, and closure.
  • Developing Price and Availability (P&A) and Letter of Offer and Acceptance (LOA) packages in the Defense Security Assistance Management System (DSAMS).
  • Completing NAV2061 markups for financial reconciliation supporting AUKUS FMS case revisions, modifications, and amendments.
  • Generating FMS case timelines and acquisition strategies for defense procurement supporting AUKUS Pillar 1 objectives.
  • Maintaining FMS case files per the DoD Financial Management Regulation (FMR) 7000-14.R, Volume 15, Chapter 6.
  • Providing case management support including analysis, tracking, and responding to foreign government requests.
  • Drafting correspondence in accordance with the Navy Correspondence Manual, SECNAV M-5216.5.
  • Supporting risk management activities, including risk identification, analysis, mitigation planning, and tracking.
  • Providing financial and logistical support for the cradle-to-grave execution of FMS cases.
  • Researching and analyzing LOAs, including logistical, contractual, financial, and shipment statuses through Navy systems.
  • Preparing Obligational Authority worksheets for funds distribution.
  • Assessing the status of supply actions, procurement, substitutions, delays, rejections, and shipment statuses.
  • Preparing Annual Case Reviews (ACRs) using the Case Execution and Performance Tool (CEPT).
  • Supporting planning and execution of FMS Program Management Reviews (PMRs), Case Reconciliation Reviews (CRRs), and Financial Management Reviews (FMRs).
  • Developing presentations and meeting minutes for various engagements.
  • Tracking program action items proactively.
  • Preparing 36(b) Congressional Notification packages for case actions exceeding thresholds per SAMM Table C5.T13.
  • Providing inputs for deliverables aimed at senior and flag-level audiences.

Required Qualifications:

  • At least 3 years' experience in FMS case management or support within Major Defense Acquisition Programs.
  • Proven expertise in developing LOAs, P&As, Case Modifications, and Amendments using DSAMS.
  • Experience in developing LOAs that include:
    • Cost estimates, including ROM estimates for defense articles, training, and services.
    • Coordination with DSCA, implementing agencies, and other stakeholders.
    • Drafting LOAs with scope, cost breakdown, terms, conditions, and end-use monitoring provisions.
  • Current DoD security clearance at least at the Secret level.

Desired Qualifications:

  • Bachelor’s degree in Business, Management, or a relevant technical field.
  • Hands-on experience with key systems such as DSAMS, CDAT, MISIL, SCIP, DIFS, and CEPT.
  • Background in program management, technical, or business analysis, especially in weapon systems acquisition and lifecycle management.
  • Proficiency in Adobe Acrobat Pro and Microsoft Office tools (Word, Excel, PowerPoint).
