Job summary

Apogee seeks a Foreign Clearance Program SME to support Headquarters United States Air Force (HAF/A10).

On-site at the Pentagon in Arlington, VA, you will provide comprehensive guidance on FCP policy, operations, and technical activities across the full program spectrum.

Qualifications

  • Citizenship: US citizen.
  • Clearance: TS with SCI eligibility.
  • Education: Bachelor's degree.
  • Experience: 25 years in the respective technical/professional discipline; incl. 15 years DoD experience.

Responsibilities

  • Serve as on-site FCP SME and Government primary point of contact.
  • Respond to Government inquiries, resolve problems across the full spectrum of FCP issues.
  • Develop and refine operational concepts for aircraft and personnel clearances, incl. DoW Passport policy.
  • Provide recommendations and draft language for updates to overseas travel regulations based on new guidance.
  • Analyze global access and overflight issues, delivering proposed recommendations to maximize airspace access.
  • Research and analyze international sovereignty policies and technical details, delivering findings and recommended actions.
  • Ensure compliance with USG policies on aviation fees, aircraft and personnel clearance procedures, and sovereignty considerations.
  • Advise on passport, visa, and entry/overflight requirements for DoD personnel deploying overseas.
  • Provide historical background and analysis to support HAF/A10P FCP decision-making.
  • Prepare written FCP policy/procedure documentation and develop briefings for internal and interagency audiences.
  • Represent and discuss USG FCP policy with AF, DoD, embassies, and interagency forums.

Overview

Apogee has an exciting new opportunity for a Foreign Clearance Program SME to support Headquarters United States Air Force (HAF/A10). In this role, you will provide comprehensive support to the Foreign Clearance Program (FCP) across a full range of policy, operational, and technical activities.

The HAF/A10 contract delivers technical, analytical, operational, programmatic, and planning subject-matter expertise to HAF/A10 and its component divisions to advance national security strategic plans, policies, concepts, and initiatives.

This is a full-time position, located on-site at the Pentagon in Arlington, VA.

  • Ensure compliance with USG policies on aviation fees, aircraft and personnel clearance procedures, and international sovereignty considerations.
  • Advise on passport, visa, and entry/overflight requirements for DoD and DoD‑sponsored personnel deploying overseas.
  • Provide historical background and analysis of current and future foreign clearance issues to support HAF/A10P FCP decision‑making.
  • Prepare written FCP policy/procedure documentation and develop briefings for internal and interagency audiences.
  • Represent and discuss USG FCP policy with Air Force, DoD, U.S. Embassies, and non‑governmental organizations in interagency forums.
Qualifications
  • Citizenship: Must be a US citizen
  • Clearance: Must possess a TS-level clearance with SCI eligibility and maintain it
  • Education: Bachelor's degree
  • Years of Experience: T wenty-five (25) years of experience in the respective technical/professional discipline; to include fifteen (15) years of DoD experience
Additional Experience
  • Experience evaluating and interpreting DoD FCG information
  • Knowledge of Air Staff, JS, and OSD organization
Preferred Qualifications
  • Education: Master's degree
  • Years of Experience: T wenty (20) years of experience in the respective technical/professional discipline; to include twelve (12) years of DoD experience
Additional Experience
  • Experience determining entry requirements for foreign countries
  • Knowledge of international sovereignty issues
  • Knowledge of AF foreign military and operating rights
  • Knowledge of international civil aviation issues
  • Knowledge of USAF special weapons overflight issues
  • Knowledge of AF freedom of navigation issues
  • Experience in planning, directing, and managing complex projects
