Job summary

TechOp Solutions seeks an experienced Program Manager to serve as the primary management contact for a federal FOIA support program. The role oversees operations, integrates PM, QA, performance, staffing, financial oversight, and risk management across the program.

Responsibilities include directing all activities, maintaining plans and reports, managing FOIA case staffing, monitoring budgets and priorities, and coordinating with FOIA leadership, program offices, and contractors.

Qualifications

• Master’s degree or higher in a relevant field.
• 8+ years leading project teams.
• Experience integrating project management, quality management, performance management, and risk/issue management.
• Experience managing federal FOIA programs or similarly complex federal information-management programs.
• Ability to obtain and maintain the required security clearance.

Responsibilities

• Direct and oversee program activities, personnel, tasks, deliverables, schedules, and performance requirements.
• Develop, maintain, and update the Program Management Plan, project schedules, staffing plans, quality controls, and risk-management strategies.
• Manage personnel assigned to routine FOIA cases, appeals, litigation, and specialized program support.
• Monitor workload, productivity, quality, budgets, and government priorities.
• Lead biweekly project status meetings and participate in kick-off, ad hoc, and stakeholder meetings.
• Prepare agendas, meeting minutes, weekly and monthly progress reports, financial reports, annual reports, and transition plans.
• Identify project risks, performance concerns, resource constraints, and schedule variances and recommend corrective actions.
• Ensure FOIA work products comply with applicable laws, policies, standard operating procedures, and quality requirements.
• Coordinate with the Contracting Officer’s Representative, FOIA leadership, program offices, regional locations, legal personnel, and contractor staff.
• Recommend process and system improvements that increase the quality, efficiency, and timeliness of FOIA case processing
• Performs additional duties as assigned.
• Master’s degree or higher in a relevant field.
