Job summary

TechOp Solutions is seeking an experienced Program Manager to lead a federal FOIA support program as the primary management contact, overseeing PM, QA, staffing, and financial oversight.

You will review complex FOIA cases, apply exemptions, coordinate with stakeholders, manage eDiscovery tools including Relativity, and mentor junior analysts to ensure timely, accurate disclosures.

A bachelor's degree, 10+ years FOIA experience, and the ability to obtain security clearance are required.

Qualifications

• Bachelor's degree required.
• At least 10 years of FOIA experience.
• Expertise in FOIA exemptions, Privacy Act, disclosure analysis, appeals and litigation support.
• Experience with eDiscovery, case-management, and redaction tools; Relativity is desirable.

Responsibilities

• Oversee FOIA program operations and ensure PM, QA, staffing, and risk management integration.
• Review and process complex FOIA cases including appeals and litigation.
• Coordinate with program offices, records custodians, requesters, and legal stakeholders.
• Maintain documentation in the FOIA case-management system.
• Mentor junior analysts and drive process improvements.
