Job summary

TechOp Solutions is seeking an experienced Program Manager to serve as the primary management contact for a federal FOIA support program in Washington. You will oversee operations across PM, QA, performance, staffing, financial oversight, and risk management.

Responsibilities include directing program activities, maintaining PM plans, budgets, and reports, and coordinating with FOIA leadership, legal, and contractor staff. A Master’s degree and 8+ years in leadership are required.

Qualifications

• Master’s degree or higher in a relevant field.
• 8+ years in a leadership position directing project teams.
• Experience integrating project management, quality, performance, and risk/issue management.
• Expertise managing federal FOIA programs or similar complex information-management programs.
• Strong knowledge of FOIA, Privacy Act, and federal disclosure requirements.
• Experience managing budgets, staffing, schedules, deliverables, performance metrics, and subcontractors.
• Excellent written communication, stakeholder-management, and presentation skills.
• Ability to obtain and maintain the required security clearance.

Responsibilities

• Direct and oversee all program activities, personnel, tasks, deliverables, schedules, and performance requirements.
• Develop and maintain the Program Management Plan, project schedules, staffing plans, quality controls, and risk-management strategies.
• Manage personnel assigned to FOIA cases, appeals, litigation, and specialized program support.
• Monitor workload, productivity, quality, budgets, and government priorities.
• Lead biweekly project status meetings and participate in kickoff, ad hoc, and stakeholder meetings.
• Prepare agendas, meeting minutes, weekly/monthly progress reports, and annual reports.
• Identify project risks and schedule variances; recommend corrective actions.
• Ensure FOIA work products comply with laws, policies, SOPs, and quality requirements.
• Coordinate with the Contracting Officer’s Representative, FOIA leadership, program offices, and contractor staff.
• Recommend process and system improvements to increase quality and timeliness.
• Performs additional duties as assigned.
