Job summary

Whitman, Requardt & Associates, LLP (WRA) is seeking a CEI Manager for the Florida Region in Jacksonville, FL. The role focuses on expanding WRA’s CEI services statewide, building teaming partner and client relationships, and pursuing FDOT and local government projects with strong leadership and business development skills.

Qualifications

• Bachelor degree in Civil or Construction Engineering or related field
• Florida licensed PE or ability to obtain within 6 months
• Minimum 16 years FDOT CEM/CEI experience
• Experience with Design-Build and Design-Bid-Build projects for FDOT and local governments
• Business development and client services management experience
• CEI seller/doer experience and Florida market development
• Excellent communication skills for client relationships and proposals
• Experience mentoring and leading CEI staff
• Ability to manage multiple projects and teams efficiently

Responsibilities

• Strategize and grow WRA’s CEI practice in Florida
• Lead business development to pursue CEI opportunities statewide
• Prepare Letters of Response for project advertisements and RFIs
• Lead teams to win assignments and manage CEI scopes and budgets
• Oversee CEI staff hiring, training, and retention
• Manage contracts for awarded projects and ensure client satisfaction
• Review invoices and support Florida transportation leadership
• Support broader planning and engineering services in Florida
