Job summary

GardaWorld Federal Services seeks a Deputy Project Manager to lead Flight Operations and Transportation for detainee movements, ensuring safe, secure, and compliant execution of missions.

You will oversee airfield/tarmac activities, dispatch, fleet readiness, and personnel deployment, reporting to the Project Manager in a highly regulated environment. A strong operational mindset and leadership are essential.

Qualifications

• Must be a United States citizen.
• 8+ years of progressive experience in detention, corrections, secure transportation, aviation/flight operations, law enforcement, logistics, or similar high-accountability operations, with at least 3 years in a supervisor/manager role.
• Experience leading transportation operations including dispatch, vehicle readiness, staffing, scheduling, and mission execution.
• Working knowledge of detainee transportation, chain of custody, restraint use, incident response, and emergency procedures in a secure custodial environment.
• Knowledge of DOT/FMCSA requirements for commercial passenger transportation (CDL, driver qualification, Hours-of-Service, drug/alcohol testing).
• Experience developing SOPs, post orders, staffing models, KPIs, corrective actions, and operational controls.
• Strong written communication skills and ability to produce audit-ready operational reports and contract deliverables.

Responsibilities

• Provide day-to-day leadership and oversight of Flight Operations and Transportation, including tarmac operations and dispatch.
• Coordinate detainee transportation between facilities, medical appointments, courts, and transfer locations per mission requirements.
• Act as the senior operational authority for aircraft-side/tarmac activities and custody transfers.
• Collaborate with ICE components, COR, aircraft operators, airport personnel, and law-enforcement partners for mission execution.
• Develop integrated daily and surge transportation plans with staffing, shift schedules, and 24/7 coverage.
• Ensure vehicles and safety equipment are mission-ready and properly configured with required systems.
• Oversee fleet readiness, preventive maintenance, and vehicle substitutions to minimize disruption.
• Ensure personnel meet CDL/DOT medical, driver qualification, Hours-of-Service, and testing requirements.
• Maintain chain-of-custody, detainee accountability, manifests, and custody documentation.
