Responsibilities

• Provide agency-wide oversight of Ecology’s fleet, ensuring accurate recordkeeping and compliance with DES, OFM, and internal policies.
• Analyze fleet and commute data to identify trends, risks, and opportunities for improved efficiency and compliance.
• Support fleet planning including vehicle procurement, replacement scheduling, and EV transition.
• Serve as a subject-matter resource for fleet coordinators statewide, offering day-to-day guidance on data standards and policy interpretation.
• Develop and maintain procedures, dashboards, and documentation to support consistent fleet practices.

• Review and audit vehicle data, identify discrepancies, and coordinate corrective actions.

Location

• Headquarters Office in Lacey, WA .
• Upon hire, you must live within a commutable distance from the duty station.

Schedule

• This position is eligible for telework and flexible schedule options.
• A minimum of one day per week is required in the office.
• Schedules are dependent upon position needs and are subject to change.

In this position, you will serve as Ecology’s Fleet Operations Analyst, supporting the agency’s mission by helping manage and improve a statewide fleet of about 450 transportation assets. You will provide agency-wide coordination, data analysis, and policy guidance to ensure Ecology’s fleet is used efficiently, safely, and in compliance with state requirements.

This work is interesting because it blends operational problem-solving with data-driven analysis. You will review fleet data, identify trends, and help programs improve processes—from routine vehicle use and recordkeeping to supporting Ecology’s transition to electric vehicles. You will also provide training and assistance to fleet coordinators across the state, giving you the opportunity to build strong relationships and influence consistent practices agency-wide.

What You Will Do

• Provide agency-wide oversight of Ecology’s fleet, ensuring accurate recordkeeping and compliance with DES, OFM, and internal policies.
• Analyze monthly, quarterly, and annual fleet and commute data to identify trends, risks, and opportunities for improved efficiency and compliance.
• Support fleet planning efforts, including vehicle procurement, replacement scheduling, and Ecology’s transition to electric vehicles and charging infrastructure.
• Serve as a subject‑matter resource for fleet coordinators statewide, providing day‑to‑day guidance on vehicle use, data standards, and policy interpretation.
• Develop and maintain internal procedures, training materials, dashboards, and documentation to support consistent fleet practices across the agency.
• Train new and existing fleet/vehicle coordinators on vehicle use categories, utilization expectations, reporting procedures, and the Commute Trip Reduction (CTR) program.
• Review and audit vehicle data, identify discrepancies, and coordinate corrective actions to ensure accuracy and compliance.
• Collaborate with the Agency Transportation & Sustainability Officer, Risk & Budget Manager, and other partners to implement policy updates, support fleet initiatives, and advance agency-wide process improvements.

• Four years of experience and/or education related to the duties of the position, which includes the following:
• Operational Coordination – Demonstrated ability to coordinate basic logistics and operate agency equipment to support ongoing program operations.
• Customer Service & Support – Demonstrated ability to respond to questions, resolve issues, and provide helpful guidance to keep daily activities running smoothly.
• Communication & Collaboration – Demonstrated ability to communicate clearly and work well with staff, coordinators, and partners to support consistent and effective operations.
• Policy Interpretation & Compliance – Demonstrated ability to understand and apply state and agency policies to ensure work is completed correctly and consistently.
• Procurement & Asset Coordination – Demonstrated ability to review requests and coordinate purchases, releases, and asset tracking in compliance with rules and business needs.
• Systems & Database Use – Demonstrated ability to use agency and statewide systems to enter, track, reconcile, and analyze data accurately.
• Data Reporting & Insights – Demonstrated ability to analyze information, identify trends, and prepare clear reports that support leadership and program decision‑making.
• Education: involving a major study in transportation management, public administration, business administration, law, environmental law, environmental management, environmental or public policy, economics or a closely related field.

Examples Of How To Qualify

• 4 years of experience.
• 3 years of experience AND 30-59 semester or 45-89 quarter college credits.
• 2 years of experience AND 60-89 semester or 90-134 quarter college credits (Associate’s degree).
• 1 year of experience AND 90-119 semester or 135-179 quarter college credits.
• 0 years of experience AND a Bachelor’s degree or higher.

Desired Qualifications

• Process Improvement – Ability to identify ways to streamline workflows or reduce errors to improve efficiency and consistency.
• Project Coordination – Ability to help plan and track multistep projects (such as EV deployment, system updates, or statewide initiatives) to keep work on schedule.
• Problem Prioritization – Ability to assess the urgency and impact of issues to determine where to focus effort first.
• Basic Understanding of Transportation or Fleet Operations – Familiarity with vehicle use concepts, asset tracking, or transportation planning to better support fleet functions.
• Introductory EV Technology Awareness – General understanding of electric vehicle concepts, charging needs, and EV-related data.
• Change Management – Ability to support staff through new policies, systems, or procedures to help ensure smooth transitions and adoption.
